Clarity about the construction phase plan (CPP)

  • Are roles and responsibilities shown in CPP?

  • Is there an induction & register for the Site copy ?

  • Is the Contractor aware of and taking account of the key hazards & pre-construction information?

  • Is the Contractor clear on their scope of work and working to a design/plan?

  • Are permit requirements (incl SCO) clear?

  • Are Site rules shown in the plan?

  • Is it clear which risks are being managed by Cadent (e.g. SCO) and which the contractor is managing ?

  • Has the contractor got adequate SUPERVISION and monitoring planned?

  • Is the communication to any sub-contractors of the CCP clear?

  • Are scheduled 3 risks identified- excavations, working at height, HV, chemical & biological substances, drowning, earthworks and tunnels, caissons with compressed air atmosphere, assembly and/or dismantling of heavy prefabricated components?

Site area & Handover

  • Will/has the project been discussed between pre-construction & construction personnel, e.g. Handover at commencement of project?

  • Are all Site plans available in the CPP, including Gas and Electric drawings including a process for refreshing drawings on longer projects?

  • Are there Site rules in the CCP and will they be COMMUNICATED, accessible on Site & understood by workers?

  • Is there a layout plan for the site, e.g. Vehicle parking/movements, welfare?

  • Has appropriate signing (including safety signs), Lighting and Guarding been considered for the site?

  • Are welfare arrangements adequately planned ?

  • Has adjacent site use been considered, e.g. HGV's obstruction, evacuation of?

Emergency Plan

  • Are response procedures in place for all identified emergency situations?

  • Is there a process in place for reporting injuries?

  • Will first aid kit be available and checked?

RAMS check & Controls

  • Has the contractor an up to date site specific risk assessment that adequately IDENTIFIES safety and environmental hazards?

  • Are Risk assessments Site specific and are the controls adequate?

  • Are the risk assessment controls that were planned in place?

  • If Temporary Works are required, has the Temporary Works design been checked by a competent person, registered on a Temporary Works register and been approved by the Temporary Works Coordinator?

  • Are the correct PERSONNEL on site and with evidence of qualifications available if required ?

  • Can the contractor confirm that the correct PLANT is being used on site and any maintenance records are in date?

  • Can the contractor confirm that appropriate PPE is being used?

  • If Temporary Works are required, has the Temporary Works design been checked by a competent person, registered on a Temporary Works register and been approved by the Temporary Works Coordinator?

  • Are the contractors aware of and working to appropriate Policies, Procedures & Standards specific to the works being undertaken?

Site Control Duties

  • Is it clear who is in control of the works areas(s)?

  • Is there evidence of control of safe access, egress, and site demarcation?

  • Is there evidence that people coming onto site are being inducted?

  • Has the site register been updated? (At start and during the work)

Scope of Changes on site

  • Have any changes of scope by Cadent been auctioned appropriately?

  • Does the contractor know when & how to contact Cadent if things change?

  • Have any changes on site been reflected in the RAMS, pre-authorised in the permit and been appropriately briefed?
