A. For Shift Manager

  • Refer to SWI doc # 8000-02 to 8020-02 for full full Safe Work Instruction

  • 1. Inspect vesel, cargo and yard prior to operation. Review and Develope a Traffic Management plan.

  • 2. Order or work suitable for vessel, yard and labour structure.

  • 3. Complete checklist and discuss key points of operation with C/O and Agent.

  • 4. Toolbox talk room prepared with yard plan and focus points on white board.

  • 5. Cargo plan, yard plan and labour lists at hand and distributed to key personnel. Effective briefing and delegation of duties at pre start.

  • 6. Ensure adequate equipment for operation is at hand.

  • 7. Conduct effective TBT - cover all focus points and communicate expectations.

  • 8. Ensure all personnel involved are wearing correct PPE.

  • 9. Confirm routes onboard and throughout the yard are marked and updated throughout operation.

  • 10. Correct any SWI or policy breaches and performance manage accordingly.

  • 11. Monitor time keeping and driver turn around.

  • 12. manage labour in accordance with certified ageeement.

  • 13. Ensure presence on the job and at critical times in he operation.

  • 14. Conduct effective hand over to the following shift.

  • 15. Confirm cargo separation for following discharge ports.

  • 16. Confirm no short shipped, no over shipped and no mis shipped units.

B. For Driver

  • refer to SWI 8001-02

  • 1. Turn on headlights.

  • 2. Follow direction in the hatch prior to moving vehicle from temporary stow.

  • 3. Keep position in convoy, last car displays hazard lights.

  • 4. Avoid sudden acceleration, braking and rough handling.

  • 5. Keep less than 20km/h on board the vessel.

  • 6. No crossing and no overtaking in vessel.

  • 7. Maintain a minimum of 3 vehicle lengths whilst driving.

  • 8. Reduce speed a ramp, inner slope ways and corners.

  • 9. Do not exceed 25km/h while travelling in the terminal.

  • 10. Reduce speed when passing GT and WT doors,

  • 11. Use only designated route from stow to FPR.

  • 12. Follow direction to park vehicle at temporary area/FPR,

  • 13. Do no overtake other vehicles in the yard.

  • 14. Reduce speed and ensure vehicle is correctly aligned when entering lay down row.

  • 15. At FPR, ensure wheels are straight, ignition and HD, lights off, gear in required position, windows are up and vehicles are parked at a safe distance.

  • 16. Consistency of asigned drivers returning to point of discharge.

C. For Hatch Team Leader

  • Refer to SWI 8004-02

  • 1. Contributes to Pre Op meeting and effectively utilisesstart. pre

  • 2. Ensure PPE worn by all prior to commencing work on board.

  • 3. Address and explain unusual aspects related to vessel and cargo during the Tool Box talk.

  • 4. Check cargo for port of discharge, prior to handling and ensure correct cargo is unlashed.

  • 5. Ensure unparkers follow procedures and optimise safe and efficient temp stow.

  • 6. Liaise with taxi drivers and clerk to indicate change of make/model.

  • 7. Monitor time keeping for designated break times.

  • 8. Control the traffic flow of taxis and temp stow vehicles within the working area.

  • 9. Planning ahead of operation to clear bottle necks and prepare for changes in operation.

D. For Route Team Leader

  • Refer to SWI 8008-02

  • 1. Check cargo and discharge routes.

  • 2. Mark the driving route on board and yard, prior to and during operations.

  • 3. Mark off " no Go" areas and potential hazards.

  • 4. Put traffic cone at ramp way, passage way, no entering and dangerous points.

  • 5. Continuously monitor and change routes on board and in yard as decks and conditions vary.

  • 6. Monitor car driver SWI adherence /driver turnaround.

  • 7. Utilisation of vessel safety devices i.e. using all available cone

E. FOR UN-PARKER

  • Refer to SWI 8002-02

  • 1. Check cargo condition, vehicle un-lashed and destination checked before driving.

  • 2. Follow signal man at all times when parking/un-parking

  • 3. Open drives side window.

  • 4. Avoid sudden acceleration, braking and rough handling.

  • 4. Confirm applying side brake/parking brake.

  • 6. Confirm gear position ('P' on Automatic or 1st gear for manual)

  • 7. Maintain adequate distance when parking in temporary stow, recommended distance bumper to bumper = 1m

  • 8. Temporary stow to allow for safe and productive traffic flow.

  • 9. Equity of engagement in Hatch control.

F. For Marshall/Signal Man

  • Refer to SWI 8007-02

  • 1. Station near ramp and other proper position.

  • 2. Ability to provide clear hand signals and demonstrate control.

  • 3. Vehicles maintain 3 car lengths.

G. For Un-Lashers

  • 1. Avoid body contact with vehicles wherever possible.

  • 2. No intentional touching or leaning against cargo.

  • 3. Clear lashing materials and remove endless strops.

  • 4. Leave cargo on ramps lashed.

  • 5. Use brooms to clear lashing materials (where possible)

  • 6. Working in pairs wherever practicable.

  • 7. Presence of Team Leader over seeing unlashing works.

  • 8. Equity engagement in unlashing works.

H. For Clerk

  • Refer to SWI 8000-02

  • 1. Check and identify COD / DLR cargo

  • 2. Mark Transhipment cargo.

  • 3. Direct the drivers in the parking area to correct stack.

  • 4. Direct drivers to maintain minimum 40cm from other cargo at FPR.

  • 5. Check Ignition position, lights and windows after vehicle is parked.

  • 6. Ensure yard tally matches the agreed discharge/load figure.

I. For Taxi Driver

  • Refer to SWI 8003-03

  • 1. Yard plan, vessel stow plan and sequence of work at hand.

  • 2. Ensure taxi door is closed after boarding drivers and prior to moving.

  • 3. Ensure taxi running order is established and maintained.

  • 4. Drive along designated route only.

  • 5. Wait for drivers at area not to obstruct traffic and break out cargo.

  • 6. Minimum distance from any stow onboard/in yard to be one vehicle length.

  • 7. Do not stop on slope ways for drivers to alight.

  • Ensure minimum of 3 lanes from cargo when driving through yard parking area.
