Point system: If the total combined score exceeds 20points AND/OR the answer to number 12 is YES then a PIN is to be issued. If the total score is 10 points or less it is considered a minor technical breach, and a warning of technical breach or compliance should be issued

  • 1. Knowledge Have the tradespeople and suppliers been made aware of the requirements for erosion and sediment control, and the consequences of a breach? Including: Subcontractors & Out of district workers

  • 2. Is there Drainage and Erosion Control measures in place? Evidence of erosion

  • 3. Sediment Control Are the sediment fences erected adequately/correctly? Devices should be installed down stream of disturbance areas Geotextile sediment fence buried at least 200mm below ground -(preferably temporary) Not filter or shade cloth No tears or rips in fence Not lying down or covered over by materials

  • 4. Rumble pads Are there rumble pads?

  • 5. Rumble pads Is the entry/exit pad (rumble pad) in the correct location? Is an entry/exit pad present? Has it reduced entry/exit points Best practice to place where the driveway should be Made out of rock or gravel - this all weather access point reduces the amount of soil taken off the site

  • 6. Is the rumble pad being used? Does it have excessive sediment on it? Yes/No - turn over with a machine to expose the course aggregate again. Aggregate must be 40mm or greater. Is there bundling /diversion drain above the rumble pad to divert sediment behind the sediment fence? Are the trades person using an adjacent lot to gain entry to the site? If so: Are there control measures in place to prevent the movement of sediment off the lot and into the gutter? Is it effective?

  • 7. Road Is the road clean of sand, silt and mud? This includes the foot path. Do the tradespeople have the capacity to clean up the sediment before they leave the site? Is erosion and sediment control to footpath adequate?

  • 8. Road Sediment Control Are the storm water gully traps in front of the site protected from sediment run-off and maintained? Are filter socks/sand bags in place?

  • 9. Wet Trades (tiling etc) Are they undertaken in an area that allows containment of all waste?

  • 10. Planning Are the stockpiles of sand, gravel, soil adequately protected? * Covered by a plastic sheet * located behind a sediment fence * sand bags around the base * located upslope of an adequate sediment control device

  • 11. Stockpile Is the turf strip on the footpath cleared of sediment, sand and mud?

  • 12. Footpath Are the service trenches back filled?

  • 13. Trenches Any evidence of prescribed contaminants?

  • 14. Evidence of prescribed contaminant in a roadside gutter or storm water drain or water OR where it could be "reasonably expected to move"? If the answer is YES then a PIN is to be issued.

  • 15. Compliance action required?

  • 16. OUTCOME Total Points

  • 17. Site compliant (no PIN to be issued

  • 18. Non-compliant - warning issued Minor technical breach only - compliance directions to be given)

  • 19. Non-compliant (PIN to be issued)

  • 20. Photos Take photos of site which should show site conditions and all offences identified Photos must show overall site context as well as individual issues on site.

  • 21. Penalty Infringement Notice issued:

  • 22. Date PIN issued

  • 23. Number of PIN:
