BELTLOADER, CARGO & BAGGAGE

  • Ramp area free of any items that could interfere with the safe operation of GSE or cause FOD

  • Beltloader operating procedures followed. Crew ensures all personnel are clear and made aware prior to activating belt or prepositioning conveyor height. Crew does not ride on moving belt. Plenty of clearance allowed underneath engine nacelles of regional aircraft with tail mounted engines. Live animals are not sent up belt without bracing the kennel.

  • Beltloader operating procedures followed. Beltloader positioned to aircraft properly (carrier specific) with guide person. Generally outside curvature of aircraft within 1 inch (not touching). Operator stopped to adjust boom conveyor height. Tires chocked (fwd. and aft) and brake set. Safety hand rail down during positioning and up (as appropriate [height & clearance]) while on Beltloader. Crew does not ride on moving belt.

  • Beltloader removal procedures followed. Rails down and conveyor lowered (as necessary) prior to cargo door closure. Safety cones at wing tips not removed until Beltloader is clear of aircraft safety zone. Operator looks back prior to any movement of Beltloader.

  • All traffic regulation procedures followed. GSE operated with in safety requirements (i.e. speed, seatbelts always worn).

  • Baggage/Packages, including special handling, handled properly (i.e. live animals, hazardous materials).

  • All cargo properly transported. Human remains properly loaded (head toward front) and secured. Hazardous materials loaded in appropriate compartments and segregated as required. All cargo positioning markings followed (e.g. arrows, "This side up"). Manual and battery powered wheelchairs properly loaded and secured. Notification to flight deck crew for special cargo/hazardous materials followed.

  • Cargo load plan available and followed. Loading control agent maintained positive control of all baggage and cargo loaded on aircraft and verified accuracy of reporting of baggage and on applicable worksheet/load plan. Baggage and cargo loaded in accordance with cargo loading procedures. All baggage and cargo scanned as applicable , including carry-on valet bags and gate checks.

  • Cargo holds/handling systems visually inspected and checked for damage and remaining items after downloading (e.g., cargo nets, restraining systems, fire suppression systems, blow-out panels).

  • Cargo door/sills/locks checked prior to GSE approaching A/C (e.g., frame, sill, depressor stripes, stride plates)

  • All required locks set/cargo nets/barriers installed and secured before cargo doors are closed. All fire suppression system including maximum cargo loading heights (2 inches form ceiling) followed.

  • Cargo door closure procedures followed. Cargo door and cargo door are closely inspected for proper closure and damage.

CONTAINERS & CONTAINER LOADER

  • Container loader approach procedures followed. Container loader made full safety stop prior to entering the Operational Safety Zone and eight foot stop as required.

  • Container loader positioned to aircraft properly using a guide person and positioned 1 to 2 inches from aircraft. Not touching and NEVER inside aircraft cargo bin.

  • Container loader removal procedures followed. All non-essential personnel removed from deck. Safety rails recessed. Marshaller used and operator follows marshaller signals. Safety cones remain in pace as applicable.

  • Container loader (main deck) approach procedures followed. Container Loader driven with all platforms fully down and safety handrails in stowed position.

  • Container loader safety handrails down when opening/closing the aircraft cargo door. Container loader safety rails up & extension arm extended when positioned at the aircraft. Container loader platform guide rails up & aligned with aircraft lateral guides.

  • Container loader (main deck) removal procedures followed.

PERSONNEL

  • Wearing proper PPE and proper uniform. Ramp personnel wearing hearing protection and reflective vests on arrival

  • Exhibited appropriate work behavior (i.e. no horseplay). Exhibited sense of urgency and awareness of operational timelines while following safe work practices. Processes completed with purpose.

  • Personnel use correct manual handling and lifting techniques

  • Ramp personnel avoided walking where not authorized (i.e. under fuselage, stepping over towbar, between bag carts.

  • Describe the threat(s). How did the crew manage or mismanage the threat(s)?
