  • Risk Scope:
    Ignition of coal dust in and around the coal processing plants, predominantly in areas of accumulation e.g. tunnel, bins and train load-out.
    Excludes explosions in bins (i.e.. confined space), blasting in bins and blasting in hot/reactive ground,

  • Control Objective:
    To ensure the safety of coal mine workers conducting work where there is a risk of fire or explosion from the accumulation of coal dust, typically in coal processing tunnels, bins and train load-out.

Management Strategies

Management strategies to prevent the accumulation and ignition of coal dust are designed, maintained and operated in accordance with legislative, Australian Standards and internal BMA requirements.

  • Work performed in areas where there is a risk of coal dust ignition manages the risk of potential ignition/spontaneous combustion of coal dust/fines through housekeeping, dust suppression and extraction.

  • Select 2 active work front/s in and around the Coal Preparation Plant (CPP) (such as tunnels, bins or train load-out) and verify the following;

  • Does the risk assessment for the task identify the hazard of coal dust ignition and are appropriate controls identified and implemented?

  • Are housekeeping standards being managed to prevent the accumulation of dust build-up (including hosing of the work area to reduce dust build-up / risk of dust spontaneous combustion)?

  • Are extraction fans operational prior to entering the tunnel?

  • Obtain extraction fan maintenance strategy and verify the following:

  • Are inspection / maintenance regime to schedule and actions completed (sight evidence)?

  • Electrical Hazardous Areas Audit (EEHA) is conducted, reviewed and actions tracked to closure.

  • Obtain copy of last Electrical Hazardous Areas Audit (EEHA) and verify the following:

  • Has the report been reviewed by the Risk Owner / Control Owner (eg. email, discussion)?

Hot Work in areas of Coal Dust Accumulation

Hot work performed in areas of coal dust accumulation must be managed in accordance with; • GRM STD Hot Work Standard • 290.01 GRM SOP Hot Work • GRM FRM Hot Work Sub Permit • 280.03 GRM SOP Maintenance of Stockpile Tunnels, Bins, Hoppers and Chutes

  • Hot work conducted in locations where a potential ignition of coal dust/coal fines is adequately managed ALARA.

  • Inspect hot-work being undertaken in CPP locations such as tunnels, bins or train load-out and verify the following:

  • Does job-set-up and housekeeping standards ensure removal of dust build-up to prevent ignition of coal dust?

  • Is there a hot work permit?

  • Are the controls identified in the permit in place and effective?
