  • Risk Scope:
    Interactions may occur between train, equipment, vehicle, personnel, and infrastructure at rails crossings, in addition to access at non-designated rail crossing to perform work activities. Applies to the extent that the interaction is an on-site activity and occurs on land adjoining, adjacent to or contiguous with the boundaries of GRM.
    The scope does not include an incident involving the transport of product from GRM on any railway.

  • Control Objective:
    To ensure the safety of BMA employees, contractors and visitors at designated level crossings, non-designated crossings and whilst performing work within the rail corridor. Scope includes ensuring designated rail crossing are maintained and inspected in accordance with the BMA/Arizon Agreement.

Level Rail Crossings

Level Rail Crossings must be designed, maintained, inspected and utilised in accordance with 'GRM STD Safety at Rail Level Crossings Standard'.

  • Inspections being conducted on a quarterly bases, recorded in folder KM# 7562882 BMA Rail Safety and actions raised with Aurizon and tracked through to close-out.

  • Note, If a locked Level Crossing is used solely by Aurizon, the Level Crossing will be signed “NOT FOR BMA OR BMA CONTRACTOR USE". Aurizon will complete an audit of the Level Crossings at a regularity specified in the Agreement. Aurizon are responsible to ensure;
    - Determine the requirement and design of Level Crossings
    - Maintain a register of Level Crossings
    - Assess and approve the establishment or alteration of the Level Crossing
    - Maintain the safe condition of the Level Crossings
    - Complete National audits of Level Crossings

  • Interview the Site Engineering Manager and verify the following:

  • Are regular inspections of Level Crossings scheduled through SAP?<br>

  • Is the key register current and master key accessible?

  • Is the Level Crossing Register maintained, accurate and complete?

  • Are inspection records stored in the correct location (KM# 7562882 BMA Rail Safety Folder) as per the GRM STD Safety at Rail Level Crossings Standard?

  • Review an example inspection where the condition of the Level crossing has been reported to Aurizon (i.e. deteriorated is detected):

  • Have raised actions been captured, escalated to Aurizon and actioned/closed out, as applicable?

  • Select 2 crossings and verify the following:

  • Is the crossing clearly visible and signed/marked?

  • Does signage display identification number of the crossing?

  • Does signage display emergency contact details for BMA and Aurizon?

  • Observe two vehicles crossing at BMA accessible level crossings, and verify the following:

  • Are the crossing procedures being followed (i.e. speed limit complied with, slows at crossing and/or stops and waits for the appropriate period if required)?

Access within the rail corridor at the Train Load Out Facility is designed, implemented and maintained in accordance with the QR 'Safely Access the Rail Corridor (SARC) at Train Load and Unload Facility' Training Requirements.

  • The limits / boundaries of the transfer facility are clearly marked (ie. signage / barricades).

    Within the transfer facility:
    a) Outside the 'Danger Zone' no QR Requirements.
    b) Within the 'Danger Zone' when the track is not obstructed - QR contacted for block
    c) Within the 'Danger Zone' when the track is obstructed - QR contacted for full isolation.

    Outside the transfer facility, and within the rail corridor:
    a) QR contacted for full isolation.

    SARC Training required when -
    a) Inside danger zone.

  • Visit both train load out facilities at GY and RV, and maintenance representative (as applicable) and verify the following,

  • Do the CPP Train Load-out Operators understand the requirements to contact QR, and when SARC Training is required?

  • Are barricade and signage installed and legible?
