    Includes storms, cyclone, lightning, and hail storm or high wind events where there is the potential for a fatality. Excluded from scope - Flooding / inrush due to naturally occurring event (covered in Flood or Inrush Incident).

  • Control Objective:
    To ensure the safety of coal mine workers prior to, during and following severe weather events. Note - This verification is to be conducted prior to the recognised storm season in Queensland which commences in November each year.

Control design standards to be in compliance with BMA-HSE-STD-0033 BMA Severe Weather Standard

Buildings and structures adequately tie-down for protection against high winds.

  • Select 5 different types of buildings / structures (i.e. portable buildings, cribhuts and shipping containers):

  • Are the structures adequately anchored?

  • Where a building is found not to have appropriate anchorage, signage needs to be in place to prevent occupancy during severe weather conditions

  • Is signage in place to prevent occupancy during severe weather conditions?

  • Have you checked for any loose items with the potential to be blown away during a storm in the following areas:

  • Workshops?

  • Hardstand areas?

  • Warehouse?

  • Coal Preparation Plants?

  • Mining areas?

  • Exploration drill sites?

  • Other areas including office buildings within the mining lease?

  • Knowledge test 2 personnel:

  • Do personnel have suitable understanding of the hazards and management strategies for severe weather?

Control design standards to be in compliance with GRM-HSE-PRO-0022 Lightning and Severe Weather Procedure

Ensure monitoring systems and dispatcher knowledge of severe weather detection and weather event management.

  • Observe Control Room Operator monitoring weather warning / lightning detection systems. Interview Control Room Operator to ensure knowledge of procedure to follow after lightning and/or severe weather event has been identified:

  • Can the interviewee demonstrate their knowledge of the procedure for weather alert / weather warning on identification of lightning strike?

  • Can the interviewee produce the location of reference material to complete the above?

  • Interview 3 personnel:

  • Do they have an understanding of and know the availability of the current 'GRM PRO Lightning and Severe Weather Procedure'?
