Section 1

  • A) When parking, did you make every attempt to position the vehicle so the first move is forward and can you explain?

  • * Answers must be site specific

  • B) What do you need to do if you can’t position your vehicle first move forward?

  • * If first move forward parking is not possible:
    o A visual inspection shall be performed or
    o A spotter shall be used to ensure that the surrounding space is clear before backing up
    * When using a spotter, always maintain visual contact and know the competency of the spotter. Spotter to remain out of the line of fire from the vehicle
    * Must assess the area that you will be moving through as well as the area that you will occupy when maneuvering has been completed.
    * Use mirrors and turning of head as appropriate for conditions.
    * Do not rely on guesswork.

  • C) What steps do you take when stopping your vehicle while remaining in the vehicle to perform some other task?

  • * Always place gearshift in park if automatic transmission.
    * Always set parking brake.
    * If manual transmission, must turn off engine and placed in low or reverse gear unless vehicle is equipped with air brakes.
    * Never leave any vehicle in gear with foot on brake

  • D) What steps do you need to ALWAYS complete before leaving the vehicle?

  • * The transmission placed in park (or in gear for manual transmissions)
    * The engine shall be turned off and the keys shall be taken out of the ignition

  • E) What extra steps do you need to follow when parking your vehicle on non level ground?

  • * The front wheels shall be properly turned to the curb or bank
    * Assess the area: If the vehicle were to run away, which direction is safest?
    * Vehicles with a capacity of one ton and above, such as welding trucks and hydro-cranes, shall properly chock their wheels.

  • F) How do you ensure that there is not an obstruction, unfavorable condition, or a new hazard before you move your vehicle?

  • * Personnel shall walk around (360°) the vehicle before starting the engine to check for possible obstructions or unfavorable conditions

  • G) Were all goods transported secured to prevent them from becoming a hazard in emergency situations?

  • * Cargo may be carried within the passenger compartment of a vehicle if the cargo is separated and restrained from interfering with passengers and the driver should emergency maneuvers be required.
    * All loads on the bed of the truck shall be adequately secured using tie-down straps, ropes, and/or chains and binders
    * For flatbed trucks with gates, ensure that all gates are secured in place and that hasps and bolts are connecting each gate to its neighbor.
    * For flatbed trucks with gates, ensure that cargo is secure and will not slide or shift.

  • H) What steps do you take to assess and eliminate potential hazards prior to stopping or parking your vehicle?

  • * Must assess the area that the vehicle will occupy and be aware of surroundings each time the vehicle is stopped or parked. (Cannot rely on familiarity of the location because conditions can and do change.)
    o Terrain
    o Incline/decline
    o Weather
    o Fixed objects
    o Objects obscured from view (hidden by vegetation, etc.)

  • I) What measures do you take to avoid being distracted while driving?

  • * Do not operate any of the functions of a cell phone, tablet, or 2 way radios while driving.
    * Be aware of surroundings and your impact on other vehicles when pulling over or parking to operate the devices mentioned above. No phone call is worth your life!
    * Eliminate loose papers etc. on dashboard.
    * Secure all cargo.
    * Do not attempt to retrieve objects that have fallen on the floorboard, unless it can obstruct the operation of the brake.
    * Do not allow conversations, what is on the radio, or the navigation screen to become your primary focus.
    * Be well rested, alert, and sober.

  • J) What measures do you take to drive safely in adverse weather conditions?

  • * Postpone journey until more favorable conditions are present.
    * Keep safe distance from vehicle ahead. (4 second rule, etc.).
    * Reduce speed to prevent hydroplaning, skidding, poor traction when braking, or other hazardous condition.
    * Get weather information for your destination and waypoints.

  • K) How do you determine what precautions you take on the incline/decline of a specific road/route?

  • * Understand limitations of:
    o Your driving experience relative to conditions
    o The vehicle you are driving (dimensions, braking, traction, load, balance)
    o Your experience (with the vehicle, location)
    o The route, terrain, visibility, weather
    * Heed any warnings signs.

  • L) What measures do you take to ensure the speed you are traveling is safe for all road conditions?

  • * Know the speed limit and be aware of road conditions.

  • M) What measures do you take to ensure your safety while moving through intersections?

  • * On rural, small or dirt roads with unobstructed visual field; scan for other vehicles, slow or stop as appropriate and proceed when safe to do so.
    * On public roads, obey all traffic laws, signs, lights and warnings.
    * Do not assume that other drivers will do the right thing, use defensive driving principles.
    * When using lease roads that intersect public roads; stop, yield right of way, ensure path is clear, and then proceed.

  • N) What steps do you take to prevent vehicle rollover?

  • * Be familiar w/ the vehicle/equipment you are operating and be experienced with it.
    * Be familiar with the road/area.
    * Must know the turning radius of the vehicle/equipment you are operating.
    * When unsure, do not put your vehicle/equipment in a hazardous position by using trial-and-error maneuvers in an attempt to complete a tight turn.
    * Get the Big Picture by using mirrors, spotters, and walk-arounds.
    * Never exceed the speed that is safe for the set of conditions that are present.

  • O) How do you go about reporting unsafe or damaged roads?

  • * Report to HES, Supervisor, or MVS representative.
    * Immediately barricade/block roads that could lead to IDLH situations and summon assistance to ensure road cannot be used until necessary repairs are made.
