SLG (Signs, Cones & Distance)

  • Advance signing in place with the correct signs being used and erected in the correct sequence? i.e., Road works ahead, road narrows, and directional arrows in use. Check distances, such as road works ahead sign to be 20-45m on a 30mph road from the lead in taper

  • What are the conditions of signs in use and are they being correctly used? Are the Signs free from damage, not worn or defaced? Are supplementary plates in use? i.e., Single file traffic, supplementary arrows or Work end plates dependant on works location /set up. And are all signs in use with the lower edge at no less than 300mm from ground level?

  • Cones - Correct number of cones in use for the site / setup and correctly spaced? Tapers correctly in place? sideways safety zone set in place? Cones next to signs in use within the carriageway or within close proximity to the carriageway? Is the correct size of cones in use and spaced correctly dependent upon the speed of the road? Are there reflective sleeves present upon all cones? Are they clean and the reflective sleeves not damaged /torn?

  • Is the length of the work site and set-up compliant with its current Traffic management set up with Red book?

SLG (traffic control)

  • Depending upon the Carriageway incursion / Traffic management set up, Is there a traffic barrier in use onsite after a lead in taper with the correct longways clearance in place? No materials, equipment and Vehicles present within the safety zone? On roads of 40MPH and above with Carriageway incursion are there Amber Warning lights present onsite so to be illuminated in poor visibility conditions or during the hours of darkness?

  • Are work vehicles parked safely? (Consider...are they obstructing the footway/ are they blocking other road users’ visibility) are they obstructing the footway/ are they blocking other road users’ visibility)

  • Has Safety clearance zone been established for Grab Lorries, Excavators ,etc when working near overhead services?

  • Two-way working - are the Carriageway widths compliant? (Standard: normal traffic including buses and HGVs 6.75m minimum) (restricted: cars and light vehicles only 5.5m minimum)

  • Shuttle working - are the carriageway widths compliant? (Standard: normal traffic including buses and HGVs 3.0m absolute minimum) (restricted: cars and light vehicles only 2.5m absolute minimum)

  • If Traffic lights are being used, are Stop and Go boards on site and readily available?

SLG (pedestrian control)

  • if the work site is unmanned, do residents have safe access and egress to their property? (Consider...walkways free from obstructions/ barriers not blocking access routes/ footway boards used to cover excavations)

  • Has a safe route for pedestrians been established? Consider the disabled, wheelchair access, visually impaired, push chairs, mobility scooters and the elderly being able to pass through site. Are drop kerb ramps in use? As well as are Pedestrian Arrows/Pedestrian diversion signs in place as required and are these all correctly set out?

  • Are barriers in place correctly? Barriers being correctly used and covering open excavations and works areas? Are barriers correctly in place safeguarding residents leaving their property? Consideration for customers front doors/ back doors/ front gates/ back gates/ driveways/flats etc?

  • Is the footway being maintained? Or have safe previsions ben put in place such as a temporary pedestrian walkway? Is there 1.2 metres being maintained throughout? This is to avoid FPNs being issued, but at an absolute minimum of 1 metre of unobstructed width to be maintained which is measured from the end of the barrier feet across the walkway.

  • Excavation cover boards in place and fit for purpose?<br><br>

  • Footway closure - Are Pedestrian signs in place, Footway closed ahead, and Footway closed? Are they in the correct order and correctly spaced in advance of any Footway closure?

  • Walkway in carriageway - has a walkway with an absolute minimum width of 1m unobstructed been provided?

  • Are Pedestrian footway ramps being used?( Consider are the correct ramps being used? And are they in use upon safe location?

  • Have existing dropped kerbs been used for alternative crossing previsions

SLG (Barriers)

  • Are barriers clipped/ joined together?

  • Are barriers and signs adequately weighted with Sandbags? Sandbags filled with suitable granular material (Sand) not spoil.

  • Are barriers and signs in good condition and are they free from defects? Do all barriers have feet present? No defective or broken barriers / feet in use? All barriers have hand/ tape rails? Do all the barriers have reflective strips present and correctly faced out from the works site?

  • Are all materials stored within the barriers? i.e., tarmac, excavated material / spoil, tools and equipment within barriers with no over spill?

  • Are there boards down in the carriageway / footway underneath the spoil to avoid any incidental damage /scaring being caused?<br><br>

Permit boards

  • Permit board present and showing correct permit number? Is the permit board in good condition and legible?(a minimum of one board required onsite, but depending on the length of works at least two either end of the site)

  • Permit board displaying correct contact details and number?

Use of plant, tools, and Equipment

  • Has a safe working area been established and barriered off correctly?

  • Use of Stihl Saw or Floor saw, Is there water suppression when in use? Is correct PPE worn by operatives and persons within the vicinity? I.e., ear defenders, eye protection and dust masks? And is machine turned off when not in use?

  • Use of high noise equipment i.e Whacker plate, Rollers, Breaker etc, Is correct PPE worn by operatives and persons within the vicinity exposed to noise i.e, ear defenders & eye protection.

  • Has Excavator been switched off when not in use or prior to operative existing the machine?

  • Excavator - Is their a Banksman and are they wearing the correct PPE within the the vicinity of the Excavator undertaking works?

  • Cat and Genny calibrated as well as fit for purpose?

  • Underground services are all identified and marked up with spray (non permanent spray)

  • Where services have been indicated in line of digs have trial holes been undertaken?

  • PPE - Mandatory PPE worn by all on site? Minimum of long sleeve HI-VIZ top and safety footwear to be worn. (All other PPE requirements are task specific and can be found in the RAMs and site-specific risk assessments)

Welfare & Occupational Health

  • Are suitable welfare facilities available ?

Quality

  • Is the depth of cover in the footway at least 250mm from apparatus?

  • Is the depth of cover in the carriageway at least 450mm from apparatus?

  • Type 1 to backfill being used and compacted correctly and free from contamination?

  • Sand in use to specification?

  • Marker warning tape present?
