    Provision and Use of Work Equipment Regulations 1998

    These regulations require that Mobile Access Tower components be thoroughly inspected every 12 months by a competent person to ensure they are in good condition and safe to use.

Pre-Site Audit checks

  • Is the correct PPE/RPE being worn

  • What is missing

  • Is the Risk Assessment present

  • Is the weekly vehicle sharing check sheet present

  • Is there a close working permit issued

  • Is there a permit to work in place (erection/dismantle)

  • Is there a fire extinguisher in the vehicle

  • If present, is the fire extinguisher within it's service date

  • A new extinguisher must be requested and delivered during audit

  • Has a POWRA been completed for the job

  • Does the POWRA match the conditions on site

  • Has the vehicle been wiped down as per Covid rules

  • Are there sufficient cleaning materials in the vehicle

  • Does the van have sufficient face masks

  • Is there a 1st Aid Kit in the van

  • Are the items in the 1st Aid Kit within the expiry date

  • What is missing or out of date?

Description of Tower

  • Double / Single width

  • Tower Manufacturer

  • Height of scaffold (Approximate Height from floor to working platform)

The following items are to be checked

  • Do you have a copy of the Manufacturers Instruction Manual (MIM) to enable you check the tower

  • A copy must be obtained ASAP and remain in the vehicle

  • Can the tower be identified? Are the manufacturers identification markers present and are they legible? Is the tower identified as being compliant with EN-1004

  • Are all of the castors or base plates present?

  • Pull the tag on the scaffold and request urgent replacement

  • Are all the castors/base plates in good condition?

  • If poor, stop work on tower and replace castors

  • Do the adjusters on each leg adjust freely up and down, with no damage showing to the threads?

  • Are the braces present and are they in good condition with no large dents or damage which could affect their strength or operation. Do the brace locks operate correctly and move freely? Are the welds in good condition with no cracks which could affect their strength.

  • Check that all the handrail frames are in good condition, free from dents, crack on the welds do the handrail locks operate correctly and move freely.

  • Are trap door platforms only used on the ladder sections of the scaffold

  • Check that all platforms are present and in good condition, is there any damage to the wooden or aluminium boarding, Does the trapdoor open freely and the lock operate correctly to lock the trapdoor into position.

  • Check that, if the tower is single width, that all platforms have trap doors

  • Are toe boards available for the tower? Are they in good condition and do not have any damage which could affect their operation?

  • Is the Mobile Access Tower and all of its components safe to use?

  • During erection this can be the only answer

  • The tower must be made non accessible and the Supervisor contacted immediately to explain why
