1.0 DOCUMENTATION

2.0 HEALTH

2.1 ACCOMODATION

  • All surfaces including floor, furniture, walls, doors thoroughly clean and disinfected

  • Daily disinfactant checklist is maintained on daily basis

  • All first aid room, storage areas and recreation rooms are clean and disinfected

  • All kitchens/food preparartion areas, dining rooms thoroughly clean and disinfected

  • All bathroom fixtures, sinks, taps, faucets, toilet flushers, toilet seats are cleaned and disinfed

  • All cleaning material stored in a safe place after completion of cleaning and disinfection

2.2 BUS BOARDING

  • Is it ensured that workers maintain social distancing during pick & drop from buses

  • All buses have seat markings to restrict close seating and ensure social distancing between passengers

  • All buses have hand sanitization facilty fixed near to door entrance

  • Is there any physical marking on floor/ground where workers are queued to maintain social distancing

  • Are body temperature checks in place during workers flow in/out camp?

2.3 BEDROOM

  • All door knobs, locks, stall door edges and frames are cleaned and disinfected

  • All cabinets, drawers, knobs and cloth hooks are cleaned and disinfected

  • Lights and switches are cleaned and disinfected

2.4 COMMUNAL TV AND SOCIAL ROOM

  • The Accommodation has a communal tv and social room with seating arrangement at sufficient distance (Minimum of 1m) to ensure social distancing

  • Communal TV and social room are kept locked at all times?

  • Is any supervision provided if communal TV / social room and prayer room are used to ensure social distancing is maintained?

2.5 MEDICAL CARE

  • Medical care provided within the Accommodation based on the number and distribution of Workers and staff in accordance with the Law

  • First aid officers appointed have completed first aid training provided by a recognised training organisation

  • NIS applied for additional first aiders training for block D & E

  • The nurse is provided with an air conditioned medical station which is a designated room, designed and registered in accordance with Bahrain health authority requirements

3.0 SAFETY AND SECURITY

3.1 ACCOMODATION

  • All pathways in and around the accommodation site are clear of debris and hazardous materials to allow for the safe and unobstructed movement of personnel

  • At each entrance to the accommodation site, signage is clearly displayed stating the Camp's name, logo and contact telephone number of the occupying the accommodation

The camp has installed a Fire Detection and Alarm System (FAS) which is:

  • (a) installed in accordance with applicable IFC/NFPA and Bahrain regulations

  • (b) installed throughout the entire Accommodation Site; and

  • (c) connected to a central alarm‑monitoring station that is supervised 24/7 by accommodation site security

  • Where required by Civil Defence requirements, the alarm system is networked to Civil Defence's monitoring system and by a FAS supplier approved by Bahrain Civil Defence

  • Fire alarm system is not networked with Civil defence

  • Civil defence requirement to be confirmed prior to invitaion of camp inspection for renewel of civil defence certificate

  • Certificate Renewel

  • The camp management has installed an appropriate number of fire extinguishers within the accommodation which are tagged and serviced as regulated

  • A total of 197 fire extinguishers are provided across the 05 blocks

  • Fire exits are clearly marked and illuminated and easily accessible from all locations and muster points are clearly designated and signed

  • Battery backup power shall be provided for exit lighting to assist with safe evacuation of occupants to muster points

  • The camp has developed a comprehensive and standardised evacuation plan which is presented in a userfriendly fashion

  • (a) The organization H&S Policy signed by senior management;

  • (b) Names, pictures and room number of fire marshals and first aiders

  • (c) Evacuation plan, exit and muster points

  • Evacuation plan is not displayed at Phase 1 (Block A & B)

  • Evacuation plan to be displayed at Phase 1 (Block A & B)

  • (d) Name and contacts details of the Camp Boss

  • (e) Accommodation rules and regulations

  • (f) Details regarding the Support Systems available to Workers./ Embassy numbers and hotlines

3.2 BEDROOM

  • Each bedroom has a maximum of four (8) beds per room

  • Space between beds need to be minimum 1 meter

  • Ceilling in minimum 2.3 meter

  • lighting should be sufficient inside the room/ lux meter's reading required 150lux

  • Bed sharing are not used / no triple bunk or hot bedding

  • Bedrooms allow a minimum of 4 m2 floor area per person for bedrooms including storage

  • Beds are (at least) 1.0m x 2.0m and a minimum of 0.3m above the floor

  • Beds are made of material which is solid, durable, fire resistant and impervious to moisture

  • Each bed is screened by a hung, moveable privacy curtain to be made of durable, fire resistant and nontransparent fabric

  • Lockable personal storage per bed is provided

  • The storage unit contains a separate lockable area inside for the storage of personal documents

3.3 BUS BOARDING

  • The bus boarding bays are safely located within or alongside the accommodation

  • All bus boarding bays are clearly marked with adequate lighting

  • The boarding bay is established in such a place that the need to cross the access road is minimized as far as practicably possible

3.4 COMMUNAL TV AND SOCIAL ROOM

  • The accommodation has a social room with sufficient seating equipped with a TV, satellite TV package reasonably catering for the ethnic origins of the Workers

  • A sufficient number of free access WiFi hotspots are located throughout the Accommodation

  • Adequate natural light and ventilation is available in each social room

3.5 GRIEVANCE MECHANISMS AND CONSULTATION

  • Have mechanisms for workers' consultation been designed and implemented?

  • Are workers provided with processes and mechanisms to articulate their grievances in accordance with IFC STANDARDS?

  • Have workers subjected to disciplinary proceedings arising from conduct in the accommodation had access to a fair and transparent hearing with the possibility to appeal the decision?

  • Are there fair conflict resolution mechanisms in place?

  • In cases where serious offences occur, are there mechanisms to ensure full cooperation with police authorities?

3.6 CONTROL OF OTHER VEHICLES

  • During the peak boarding and disembarking period in the morning and afternoon all delivery vehicles into the facility are restricted

  • Movements of external vehicles inside the facility, like water tankers and waste removal tankers are instructed and monitored by the security staff

3.7 DINING HALL REQUIREMENTS

The camp provides dining facilities for Workers at the Accommodation Site which:

  • (a) provides sufficient seating for the number of meals to be provided relative to the shift

  • (b) contain dining chairs, in preference to benches

  • (c) provides suitable hand washing facilities or hand sanitizing facilities at the entrance of the dining area;

  • (d) allows for natural light and ventilation, provided by window area equal to 20% of the floor area

  • (e) provides sufficient air conditioning capacity to cool a fully occupied room during the hottest periods;

  • (f) has an adequate numbers of electronic flying insect traps or fly zappers

3.8 DRINKING WATER REQUIREMENTS

  • The Accommodation Site has a cooled drinking water fountain at the ratio of one (1) tap or outlet for every sixty (60) Workers

  • The water is of potable quality and free of contaminants

  • The camp management has installed three (3) candle ceramic water filters where drinking water is provided and ensures that water storage tanks are cleaned and regularly maintained

  • The use of fibre or thread filters is prohibited

  • Is there a checklist maintained with water filters to record filter change if any?

  • Is drinking water updated analysis report (Monthly) availabe and displayed with drinking water stations

3.9 DRIVER COMPETENCE

  • The vehicles are driven by a competent driver holding a valid BHR driving licence for the appropriate category of vehicle

  • The driver possess current basic first aid training

3.10 FACILITY MANAGEMENT

  • The Camp has detailed Facilities Management Program for each accommodation site to address the operations and maintenance of the accommodation site as well as the health, welfare, education, training and recreation strategies for Workers

The Facilities Management Program includes:

  • (a) a routine, daily, weekly and other periodic cleaning plan;

  • (b) a monthly deep cleaning programme;

  • (c) a pest control plan;

  • (d) a fire safety and life safety management plan that includes a detailed layout of all fire detectors and fire fighting equipment, multi‑lingual signage and details of the fire evacuation plan and records of drills;

  • (e) a menu plan;

  • (f) a Security & Emergency Management Plan that includes all security procedures;

  • (g) a Workers Induction Plan that introduces new arrivals to the Accommodation Site, its surrounding area and the local culture;

3.11 FOOD STANDARDS

  • The camp ensures that there is no provision for selfcooking in the Accommodation

3.12 INFRASTRUCTURE

  • Watertanks used to store water for showering and ablutions shall be sheltered and insulated or fitted with water cooling devices

  • Water used for showering and ablutions is periodically tested to ensure the water is free of contaminants

  • Camp do not have test report for non drinking water

  • Camp management to act in this regard and invite supplier to collect samples for testing

  • Electrical distribution equipment and switchgear is secured with safety signage and with telephone number for access

3.13 LAUNDRY

  • The camp provides workers with a free laundry service, whether in house or external

  • Camp do not provide laundry service

  • The camp provides each worker one (1) laundry bag per annum for free

The laundry service includes:

  • (a) 5kg laundry per week:

  • (b) Workers uniforms and clothes;

  • (c) bed sheets

  • (c) towels

  • The camp ensures that the privacy curtains are washed at regular intervals

  • The Camp provides washing facilities such as laundry tub/trough or washing machines for workers to wash personal items

  • The camp provides suitable washing lines within the accommodation for workers to use as required

3.15 PRAYER ROOMS

  • The accommodation site has at least one (1) mosque (either on site or within close proximity) or one (1) prayer room

  • Camp resident use nearby mosque for prayers. Camp do not offer any prayer room

  • The number and size of such mosques or prayer room is appropriate for the size of the accommodation site

3.17 SECURITY

The camp employs one of the following to provide security at the accommodation site:

  • (a) a licenced security provider in accordance with MOI

  • (b) dedicated and trained staff

All security staff are:

  • (a) a licenced security provider in accordance with BHR MOI requirements

  • (b) have undergone site specific security training

  • (c) have undergone first aid training

  • (d) are dressed in uniform and clearly identifiable as security personnel

  • The camp has provided a copy of the Security & Emergency Management Plan to all security personnel

Security staff understand their role is to:

  • (a) be the first point of contact with visitors to the Accommodation Site

  • (b) restrict access to only authorised personnel and visitors

  • (c) monitor and report to management suspicious people, vehicles and events

  • Records are kept of all security incidents and made available to Inspector on request

  • The worker accommodation need to have a CCTV system

  • Security staff need to know the workers rights, trained in dealing with domestic violence and use forces well as how to perform the searching

3.18 SPORT AND RECREATION

  • The Accommodation has a communal indoor recreation space with adequate ventilation and cooling for the use of all Workers

  • The Accommodation has an outdoor multipurpose sport field OR free access and transport is provided to a community sport facility

  • The Accommodation has a free access, indoor gymnasium with adequate ventilation and cooling

  • Workers are provided with access onsite retail services or free transport provided to such facilities at least once a week

3.19 TOILET AND SHOWER FACILITIES

  • Toilets, urinals, showers, and washbasins are contained within one (1) defined toilet/showering space (Bathroom)

  • The Accommodation has a minimum of one (1) x toilet per six (8) beds

  • Each toilet (Asian and/or Western) is contained in a private, lockable cubicle

  • All toilets are fitted with a hose on the right‑hand side

  • The Accommodation has a minimum of one wall mounted shower, with shower head, per six (8) beds

Each shower is fitted with:

  • (a) drain pan

  • (b) privacy curtain or door

  • (c) soap dish

  • (d) clothes hook; and

  • (e) towel rail

  • The combination of a shower and toilet is expressly prohibited

  • Only potable water is provided for showering and ablutions and hot and cold water is available at all times

  • The Accommodation has a minimum of one (1) x washbasin per four (8) beds

  • One (1) x wall‑mounted glass mirror is mounted above each wash basin

  • Each Bathroom is located so as to be accessible without any individual passing through any adjacent bedrooms

  • Bathroom facilities are located within a maximum of 50m to any bedroom

  • Each bathroom has sufficient exhaust ventilation to remove foul air and moisture

  • Each bathroom is cleaned daily and an intensive deep clean is undertaken monthly

  • Each Bathroom is fitted with floor drains with covers to facilitate proper circulation and drainage

  • The floor should be made of nonslippery impervious material

3.20 TRAFFIC MANAGEMENT

  • The camp minimises traffic within the Accommodation and has established speed control measures to limit speed to not more than 25km per hour

  • Camp has ensured that sufficient traffic warning signage is placed throughout the Accommodation Site

  • Where practicable the camp operates a system of all vehicles entering through one (1) gate and exiting through a different other gate

  • There is sufficient illumination is traffic zones

3.21 TRANSPORTATION REQUIREMENTS

The camp provides workers at the organizations expense, transportation to and from, as required:

  • (a) the Construction Site;

  • (b) to other events and services;

  • (c) medical care

3.22 VEHICLE REQUIREMENTS

  • The camp bears the cost of insuring, testing and the payment of applicable taxes and registration, repairing and maintaining the vehicles and for all other running expenses of the vehicles

All buses used in the transportation of Workers to and from Construction Site:

  • (a) comply with the requirements of the General Directorate of Traffic under the Ministry of International;

  • (b) are surrounded by suitable lighting to identify its dimensions;

  • (c) visibly displays the name of the organization on the outside including contact details for remarks and complaints;

  • (d) are fitted with seat belts for each seat and handgrips;;

  • (e) are airconditioned

  • (f) have at least six (6) hammers to break the windows glass in case of emergency

  • (g) contain an easily accessible first aid kit with the contents regularly checked and replenished

  • (h) have two (2) fire extinguishers of at least 5kg dry powder each, one (1) placed in the front and the other towards the rear of the vehicles;

  • (i) are fitted with emergency windows indicated with signs

  • (k) does have two (2) fire extinguishers of at least 5kg Dry Powder each, one (1) placed in the front and the other towards the rear of the vehicles;

  • (l) be fitted with emergency windows in the front, middle and back of the vehicle which does be indicated with signs;

  • The camp prohibits smoking inside its vehicles

  • All vehicles have passed an annual inspection by the competent local authority

3.23 FIRE EXTINGUISHERS

  • Fire extinguishers having a gross weight not exceeding 40 lb (18.14 kg) are installed so that the top of the fire extinguisher is not more then 5 ft (1.53 m) above the floor

  • Fire extinguishers having a gross weight greater than 40 lb (18.14)(except wheeled types) are installed so that the top of the fire extinguisher is not more than 3.5 ft (1.07 m) above the floor

  • Clearance between the bottom of the hand portable fire extinguisher and the floor is not less than 4 inch (1.02 m) in any case

  • Is correct type of fire extinguishers are provided as per fire classification?

  • Fire extinguishers for class A fire are distributed in a manner that travel distance by an employee to any such extinguisher is 75 feet (22.9 m) or less

  • Fire extinguishers have re service validity by approved supplier

  • Monthly fire extinguisher tags are provided with each fire extinguisher and are updated

3.24 OTHER SERVICES

  • (a) Barber need to be available

  • Due to COVID 19 safety guidelines, camp do not provide or allow barber facility. Workers are allowed to go to saloons

  • (b) Cold store

4.0 ENVIRONMENT

4.1 SEWAGE

  • Where onsite sewage collection and disposal is used the sewer collection points are installed in accordance with the Ministry of Municipalities Affairs & Urban Planning

4.2 REFUSE

  • A separate refuse area is available a minimum of 30m away from any building

  • The Camp prohibits the burning of any waste or refuse at the Accommodation Site

4.3 CHEMICAL STORAGE

  • Do accomodation has a controlled storage facility appropriate for intended quantity of chemicals to be stored?

  • Camp do not have any chemical store

  • Has the provided storage facility has:

  • (A) MSDS (For all stored chemicals)

  • (B) Fire fighting equipment and smoke detectors

  • (C) Adequate ventillation and provision of A/C unit

  • (d) Authorised / trained / certified person for handling the storage area
