    1 = Beginner: Meets minimum requirements to safely operate the equipment in a production environment alone. May need frequent assistance with on-the-job tasks.
    2 = Intermediate: Understands and can perform all job tasks with only infrequent assistance.
    3 = Advanced: Experienced operator that understands all aspects of their job and does not need assistance or correction throughout operation. Would be considered competent enough to train a new hire.
    4 = Master: Operator is intimately familiar with equipment and job tasks. Able to explain all aspects of the task clearly and concisely going above and beyond expectations. Can no longer improve themselves through time or training.
