Pool & Spa Barrier Inspection Checklist for AS 1926.1 - 2007

General

  • Is the barrier a permanent structure?

  • Is the boundary fence apart of the pool or spa barrier?

  • Is the boundary fence at a minimum of 1800 mm?

  • Is there more information on the boundary fence?

  • Is the effective barrier height not less than 1200 mm?

  • Is the barrier installed vertically and not more the 15 degrees from the vertical ?

  • Are there any climbable objects within the non-climbable zone?

  • What type of material is the pool barrier made of?

  • What is material?

Perforated material and mesh

  • Is the barrier using perforated material or mesh?

  • Is the perforated material or mesh less than 13 mm?

  • Is the effective barrier height not less than 1.2 m where perforated material or mesh is less than 13 mm?

  • Does the perforated material or mesh have apertures greater than 13 mm but less than 100mm?

  • If the perforated material or mesh, does have apertures greater than 13 mm but less than 100mm, is the effective barrier height shall be not less than 1800 mm?

  • Is there perforated material with apertures greater than 100 mm?

  • Does the barrier using mesh include a strainer wire or rail at the top and the bottom of the fencing?

Surface projections and indentations

  • Are there any projections or indentations on the outside surface of the barrier?

  • Do the projections and indentations form a substantially horizontal surface with a depth greater than 10 mm? Figure 2.3 (A)

  • Are the projections and indentations spaced more 900mm apart?

  • Projections or indentations which form a substantially horizontal surface do not act as a hold for climbing if they comply with figures 2.3 (A) & (B) . Have the projections or indentations been checked against figure 2.3 in AS 1926.1

Horizontal Climbable members

  • Is the barrier of the pool or spa less than 1800mm?

  • Are the openings between vertical members greeter than 10 mm?

  • Does the barrier have horizontal climbable members?

  • Are the horizontal members a minimum of 900 mm apart?

  • Is the barrier on a sloping site? Non-climbable zone shall be parallel to the top of the fence. Figure 2.2 (a)

  • For fences with rails, is the top surface of the highest lower member shall be at least 1000 mm below the top of the fence? Figures 2.2 and 2.3 B

Horizontal Non Climbable members

  • Does the barrier have horizontal climbable members?

  • Are the openings between vertical members greater than 10 mm?

  • Is the barrier of the pool or spa less than 1800mm?

  • Horizontal non-climbable members shall comply with figure 2.4

Horizontal Surfaces inside the Barrier

  • Are there any horizontal surfaces inside the barrier that could be used as holds for climbing ?

  • Is the barrier of the pool or spa less than 1800mm?

  • Are vertical members are spaced more than 10 mm?

  • Are there any horizontal surfaces inside the barrier more 300 mm from the barrier? Figure 2.5

Vertical members

  • The clear space between any adjacent vertical members (see Figure 2.2), such as palings, rods or wires, shall not exceed 100 mm at any point.

Ground Clearance

  • The height of any opening between the bottom of the fencing and the finished ground level shall not exceed 100 mm

Gates - Direction of Opening

  • Does the pool or spa have a gate within the barrier?

  • Is the gate hung so it only swings away from the pool area?

Operation of gate

  • Does gate shall have sufficient clearance to enable it to swing freely through its arc of operation?

  • Is the maximum gap under the gate shall not to exceed 100 mm at any point when in a closed position?

  • Self closing device
  • Are all gates fitted with a device that will return the gate to the closed position and operate the latching device from any position, without the application of manual force?

  • Functional test 1 - from any position

  • Functional test 2 - from any position

  • Functional test 3 - from any position

  • Was video taken of all 3 functional tests

Latching -Device General

  • Are all gates fitted with a latching device that will automatically operate on the closing of the gate and will prevent the gate from being re-opened without being manually released?

  • Can the latching device, be inadvertently able to be adjusted during operation?

  • The latching device cannot be locked in the open position?

  • The latching device cannot be adjusted without the use of tools?

  • When in the closed position, can the latching mechanism to be released by the insertion of any implement between the 10 mm gap shown in Figure 2.6(a) particularly from below the mechanism?

Location of Latching Device

  • Is the latch release at a minimum of 1500 mm from FGL and a minimum of 1400 mm from the highest lower horizontal member?

  • Is the latch release on the inside of the barrier?

  • To release the latching device from the outside, do you have to reach over the fencing at a height of 1200mm above FGL or not less than 1000 mm above the highest lower horizontal member?

  • If there is no hand hole, is the latch release at least 150 mm below the top of the gate?

  • If there is a hand hole, then is the release to the latching device 150 mm away from the edge?

Shield of Latching Device

  • Is there a shield used to protect the latch?

  • Is the mechanism or latch shielded with a gap no greater than 10 mm?

  • Is there an effective shield of 450 mm from the operating parts of the latch?

  • Is there an effective shield of 450 mm from the operating parts of the lacht at the top of the fence ?

  • Is the bottom of the hand hole at a minimum of 1200 mm from FGL or 1100 mm from the highest lower horizontal member?

  • Does the shielding extend to a horizontal line through the top of the hand hole?

  • Are there any sharp edges and are all edges rounded or chamfered?

Retaining wall above the pool level

  • Is the a retaining wall above the pool level?

  • Does the the retaining wall or other such barrier have effective height of not less than 1800 mm including non-climbable zones? Figure 2.7(a)

  • Does the the retaining wall or other such barrier does slope away from the pool by more than 15 degrees to the vertical? Figure 2.7 (a)

Retaining wall below the pool level

  • Is there retaining wall below the pool

  • Does the the retaining wall or other such barrier does slope towards the pool by more than 15 degrees to the vertical? Figure 2.7 (b)

  • Does the the retaining wall or other such barrier have effective height of not less than 1800 mm including non-climbable zones? Figure 2.7(b)

  • Does the the retaining wall or other such barrier have effective height complying with clause 2.1 and surface complying with clause 2.3.3 ? Figure 2.7(b)

  • Where a fence intersects a retaining wall, does the fence extend to the outer edge of the retaining wall and either overhang the retaining wall by 900 mm or return 900 mm along the retaining wall in either direction as shown as option A and option B in Figure 2.7(c))

Permanent bodies of water

  • Are there any permanent bodies of water such as canals, lakes, rivers with a depth of not less than 300 mm at the edge of pool area ?

  • Note - Above can be considered as an effective barrier

Child-resistant openable portion of window

  • Is there a window in the pool or spa area?

  • Is the sill of the lowest opening panel of a window to the pool surround greater than 1800mm? (fig 2.8 - h1)

  • Is the sill of the lowest opening panel of a window to the floor greater than 900mm? (fig 2.8 - h2)

  • Is the openable portion of the window totally covered by bars of mesh?

  • Do the bars or mesh comply with the test for strength and rigidity of fence openings and the strength test for fence components? (Clauses 3.1 and 3.3 )

  • Do the fasteners locking in the bars or mesh require a tool to remove?

  • Are the window openings a maximum of 100 mm?

  • Is the sill of the lowest opening panel of a window to the floor greater than 900mm but not greater than 1200mm, have a securely fitted flyscreen secured by fastners that can only be removed by the use of a tool?

  • If the the window does not comply with items 2.7 (a) & (b), then the height (H2) that the distance from the floor to the sill of the lowest opening panel is greater than 1200mm?

Child-resistant doorset

  • Is the a door leading on to the pool or spa area?

  • Are all doors fitted with a latching device that will automatically operate on the closing of the gate and will prevent the gate from being re-opened without being manually released?

  • Are all doors fitted with a self-closing device that will activate immediately after use and will return the door to the closed position and operate the latching device from any position with a stationary start without the application of a manual force ?

  • Functional test 1 - from any position

  • Functional test 2 - from any position

  • Functional test 3 - from any position

  • Was video taken of the 3 functional tests

  • Is the release for the latch on the internal (building) side of the door at a minimum of 1500 mm ?

  • Are there any footholds wider than 10 mm on the door or its frame in the area from the release for the latching device down to 1000 mm above the floor?

  • The closing and latching of the door shall comply with Clause 3.4? (3.4 Closing and latching of gates)

  • Do all horizontal members, vertical members, perforated materials or mesh, and finish shall comply with this standard?

  • The door set shall comply with the performance requirements for a gate for strength and rigidity of openings and strength of gate (see Clauses 3.1 to 3.3)?

  • Are there any pet doors in the child-resistant door?

Balcony

  • Is there a balcony that projects into a pool area?

  • Is the distance from the floor of the balcony to the pool surround is greater than 2400 mm? (see Figure 2.9)

  • Is the distance from the floor of the balcony to the pool surround is less than 2.4 m, and where windows and doors to the balcony do not comply with Clauses 2.13 and 2.14, the balcony shall include a balustrade which complies with the requirements for a fence in this Standard.

Above ground pools

  • Is the pool an above ground pool?

  • Are the walls of the above-ground pools at a minimum of 1200mm and do they comply with Clauses 2.3.1, 2.3.3, 2.3.4 and 2.3.5?

  • Is there a barrier placed around the ladder at the access p[oint to an above ground pool?

  • Are ladders and filters located away from the non-cl;imable zone so as not comprise the barrier?
