Scheduled waste Management License

General Condition

  • INSEE Ecocycle Lanka (Private) Lanka Limited or the occupier is bound to ensure that the terms and conditions given in this letter are adhered to, during the period of project implementation. The INSEE Ecocycle Lanka (Private) Lanka Limited shall have full control over a third party that may be involved in project implementation by entering into agreements, which contain the conditions stipulated in this letter with such parties. INSEE Ecocycle Lanka (Private) Lanka Limited would be held responsible for the breach of any such conditions by any contractor or any sub contractor. PEANWP shall have access to the contract documents pertaining to environmental aspects, entered in to by INSEE Ecocycle Lanka (Private) Lanka Limited and any outside contractors

  • A Copy of this approval shall be kept at the project site at all times, for purposes of perusal by concerned agencies

  • Costs to be incurred in giving effect to the implementation of the terms and conditions of this letter of approval shall be borne by INSEE Ecocycle Lanka (Private) Lanka Limited as project implementation cost

  • INSEE Ecocycle Lanka (Private) Lanka Limited is obligate to temporarily suspend any project activity on the instruction of PEANWP, if unforeseen adverse impacts associated with the project, which cannot be adequately mitigated on due notice given by PEANWP

  • INSEE Ecocycle Lanka (Private) Lanka Limited shall adhere to any condition(s) imposed by the PEANWP, Board of Investment & Pradeshiya SabhaPuttalam when ever required

  • INSEE Ecocycle Lanka (Private) Lanka Limited shall obtain necessary approvals from the other relevant authorities such as CEA, BOI, and Local Authorities

  • INSEE Ecocycle Lanka (Private) Lanka Limited shall adhere to the norms of the Basel convention as and when applicable

  • Scheduled waste manifest system shall be practiced in order to ensure the chain of custody

  • Prior approval shall be obtained for any expansion, extension, change of process or materials, etc. other than mentioned in EIAR

Schedules waste collection

  • Types of waste to be collected shall be limited only to the positive list of waste materials suited for coprocessing (annexed VI18 of EIAR)

  • INSEE Ecocycle Lanka (Private) Lanka Limited shall ensure that the types of waste collected are properly segregated

  • A proper labeling system shall be introduced as described in the section 31 (a), (b), (c) and (d) of the extra ordinary gazette no 1685/11 of 21.12. 2010 (refer Gazette links 1)

Schedule Waste Transportation

  • For the collection transportation and storage of above mentioned materials outside the jurisdiction of NWP, a separate approval shall be obtained from CEA

  • Transportation shall be carried out in completely covered vehicles to prevent spillage of substance or spread of material with adequate measures to prevent any leakage of the same

  • The drivers of the vehicles shall possess special training for handling and transportation of scheduled waste and using emergency equipment in the case of an accidental spillage

  • Necessary safety gear shall be provided and the relevant persons involved in the activity (such as drivers, laborers etc.) shall be made aware of such measures

  • Precautionary/emergency preparedness measures shall be adapted to encounter / react any accidental incident during transportation

  • Loading or unloading of scheduled waste shall not be carried out in transit between the point of loading and unloading. In case of an emergency, INSEE Ecocycle Lanka (Private) Lanka Limited shall notify the relevant authorities

  • The scheduled waste should be delivered to the designated facility mentioned in the declaration form

  • Transportation and delivery of the scheduled waste to the designated facility should be done without any undue delay

  • Each movement of scheduled waste should be accompanied by the Hazardous Waste Declaration form. Instructions provided in the Hazardous Waste Declaration form should be followed during the movement activities

  • The INSEE Ecocycle Lanka (Private) Lanka Limited should take the responsibility for safe transportation of the whole stock of substance

  • The transportation of the scheduled waste shall be carried out between 04 00 hours and 22 00 hours. In case of transportation of scheduled waste, outside the aforementioned time period separate prior approval shall be obtained from the relevant authorities

  • The transporter shall possess a valid certificate of Insurance adequately covering any damage by accident that may be caused to a third party as a result of transportation of scheduled waste

  • The INSEE Ecocycle Lanka (Private) Lanka Limited should comply with the section 32 of the extraordinary Gazette Notification No. 1685/11 of 21.12.2010. (refer Gazette links 2)

Scheduled Waste Handling and Storage

  • The scheduled waste collected for coprocessing shall not be allowed to stagnate within the premises or dumped in neighboring land and shall not be disposed of in to any water way

  • Storage of scheduled waste prior to coprocessing and after coprocessing shall be carried out as mentioned in the EIAR

  • Appropriate and compatible packaging shall be used in handling all scheduled waste

  • Liquid and sludge shall be collected in special containers to prevent leakages and care shall be taken in handling these materials

  • Non compatible scheduled waste shall not be stored together

  • Mixing/impregnation process shall be carried out in specially constructed pits to prevent any leakages. Adequate measures shall be taken to prevent possible hazards such as temperature rises as mentioned in the EIAR

  • Feeder conveyer belts shall be covered and bag filters shall be installed at appropriate points to prevent dust from granulation operation

  • Effluent generated during the process if any and any spillages shall be contained, collected and disposed as mentioned in the EIAR

  • Untreated waste water including floor washing shall not be discharged into waterways or into any storm water drainage system and such waste shall be directed to the coprocessing process

  • Designated area for truck washing shall be maintained and waste water generated from washings shall be directed to the coprocessing process

  • The stored scheduled waste shall not be allowed to accumulate over a period. All storage facilities shall be designed in such a way to provide facilities for protection from unauthorized entry of animals, adverse weather conditions such as rain, flood and wind

  • The scheduled waste remaining at the site (if any) shall not be burnt in the open any time

  • The site of storage shall be adequately equipped with structures and instruments, in order to: (a) Prevent mixing of storm water surface run off or releasing of any solid / gaseous materials/ substances to open environment. (b) Collect any leakage substance in hazard free manner without mixing to soil or water

  • The storage area shall be demarcated and the following statement shall be displayed in Sinhala, Tamil and English “Warning; Contains Waste Dangerous to Human Health and the Environment”

  • The storage facility shall be under the direct and continuous monitoring of senior executive level officer of Ecocycle unit of SCCCL, who shall be responsible of keeping contact with relevant law enforcement authorities

  • Proper record keeping system shall be adopted as per the regulation No. 1685/11 of 21.12.2010 of the Extra Ordinary Gazette Notification. (refer Gazette links 3)

Air Quality

  • Emissions from point and all non point (fugitive) sources shall be controlled in order to maintain the ambient air quality standards at the boundaries of the factory premises as specified by the extra ordinary gazette notification No. 1685/11 of 21.12.2010

  • Report on ambient air quality outside the boundary of the cement plant shall be made available to PEA NWP on very six months

Noise and Vibrations

  • The noise level shall not exceed 55 dB (A) from 06 00 hrs to 18 00 hrs and 45 dB (A) from 18 00 hrs to 06 00 hrs to be measured at the boundary of the factory site

Waste Water

  • No waste water shall be discharged in to the open environment without adequate treatment

  • Waste water arising from operational activities shall be treated and discharged as per the specification given in the extra ordinary gazette notification no. 1685/11 of 21.12.2010 (refer Gazette links 4)

  • Domestic waste water shall be discharged into properly constructed soakage pit(s)/septic tank(s) in consultation with the relevant local authority

Occupational Health and Safety Measures

  • Officers InCharge of waste management system shall be trained on development of waste management plans, organization and management of waste including monitoring and evaluation

  • A Protocol should be eshtablished that describes actions to be taken during an exposure to hazadous waste

  • Waste handle and transporters shuould be equipped with mandatory personal protective euipment as indicated in EIAR. All employee should be well inform of correct practices, posible risk and have access to appropitate remidaile mesures

  • If an accidential fire, natuarl disastor such as flood protection procedures should be adapted as indicated in the contigency plan of EIAR in order to prevent possible hazard

  • Fire service measures should be adopted as per guidance of fire service department

  • A well planned emegency respose system should be placed and mock drills should be conducted frequently to deal with contingencies

Environment Monitoring

  • The INSEE Ecocycle Lanka (Private) Limited shall forward to the PEANWP a comprehensive environmental monitoring plan in the implementation of this project. This plan shall cover the following

  • An environmental unit shall be established under the direct supervision of a trained and qualified environmental officer who’s capacity could be accepted to PEANWP

  • This environmental unit shall act as the contact body for members of the public and shall liaise with relevant organizations

  • The INSEE Ecocycle Lanka (Private) Limited shall make available sufficient resources to enable the monitoring plan to operate successfully

  • A monitoring mechanism involved with third party, shall be established in order to ensure the implementation of the conditions stipulated in this letter as well as the monitoring of co processing

Fire fighting

  • INSEE Ecocycle Lanka (Private) Limited shall ensure that all employees are trained and aware of the plan, their responsibilities in executing the plan. Copies of the plan shall be placed at a suitable location and consulted on a regular basis

  • Fire detection and fire fighting system shall be provided, and maintained in proper working order

  • Fire protection equipment and facilities shall be made available at suitable locations within the cement plant inclusive of the following; · 1. Fixed fire protection system., 2. Fire hydrants., 3. Alarm enunciator. 4. Portable fire fighting equipment. 5. Automatic fire vents 6. Fire compartments 7. Fire exits and signs

  • Adequately trained fire fighters should be made available for each working shift. Skills of those fire fighters shall be evaluated regularly (necessary approvals shall be obtained from the Fire Department)

Reporting

  • Data on all Environmental aspects of plant operation shall be continuously updated and available in a form suitable for immediate inspection by authorized officers from the PEANWP and other officers from relevant agencies

  • All accidents related to coprocessing process shall be reported according to the format in the regulation No. 1685/11 of the extra ordinary gazette notification

Expansion

  • Any expansion or changes to the industry/process other than the expansions indicated in your application shall not be carried out without prior approval of the PEANWP

  • Operation or installation of any machinery/equipment other than those stated in your application shall not be carried out without prior approval of the PEANWP

Others

  • This EPL issued for this industry shall not be considered as an approval for carrying out this industry/process at this location. It is only a permit to the discharge of effluents/emissions or emitting of noise levels according to stipulated standards. The written approval of the relevant authority shall be obtained for the operation of the industry at this location
