SWMS Scope

  • SWMS Scope: This SWMS covers the cleaning up of spills at a Shopping Centre complex, as required, during the centre’s normal operating hours.

    This SWMS does not cover general cleaning of a shopping centre including the cleaning of walls, ceilings and windows above 1.5 metres in height.

    Dedicated SWMS should be developed for any risks not covered in this SWMS.

    This SWMS does not cover in detail procedures for workers who are required to work alone, or within isolated areas in the shopping centre precinct.

    A dedicated “Working Alone Procedure” and / or SWMS should be developed and implemented.

  • As soon as cleaner notices something is spilled on the floor surface OR cleaner has been notified by a security guard, shop staff or centre management in the shopping centre:
    1. Stay at the exact spot of the spill.
    2. Call Centre Management to request them to bring “WET FLOOR” signs.
    3. Once safety signs are in place, bring clean up equipment to the spill location as quickly as possible.
    4. If the spill is large, in a high pedestrian traffic area and/or is particularly hazardous – leave a staff member at the spill location to ensure no persons enter the spill zone while the cleaning equipment is being collected.
    5. Clean up the spill using mop / buckets /cloths and cleaning detergent.
    6. Once spill has been cleaned up, leave “WET FLOOR” signs in place.
    7. Put cleaning equipment away.
    8. Return in at least 10 minutes to see if floor is dry & safe.
    9. If floor is dry & safe – remove signs.
    10. Replace signs in the storage location.

    If substance spilled is oil – use an “Oil spill cleanup kit”.

    Dispose of contaminated / dirty materials correctly.

    - Place hands where vision is restricted (behind toilets, under tables etc). Only reach into areas that are fully visible.
    - Carry waste bags next to body as they may contain sharps. Use trolleys
    - Manually flatten waste bags.

    Remember that correct disposal is important as rubbish removal worker’s maybe injured from broken glass when empting bins etc.

Hazards include:

    o repetitious movements
    - Work with general public
    - Used needles or syringes left in bins or on ground etc
    - Working alone / isolated.

Risks include:

  • - Falling over on same level causing bruises, sprains, strains, fractures
    - Serious illness caused by accidental exposure to contaminated body fluids (blood or vomit, used needles or syringes
    - Cuts / lacerations / needle stick injury caused by handling needles
    - Distance from assistance when required or emergency services
    - Communication restrictions – lack of mobile signal.

Control Measures to Reduce Risk

  • RIsk Rating Before Control: 3H

  • Do not:
    - Place hands where vision is restricted (behind toilets, under tables etc). Only reach into areas that are fully visible.
    - Pick up needles or syringes with your hands, even if you are wearing gloves.
    - Manually flatten waste bags.

  • Always:
    - Have a “Sharps Disposal Kit” available to use
    - Use tongs to pick up needles and dispose of in a sharps container
    - Double wrap waste materials or used cleaning cloths in plastic bags for handling & disposal
    - Use extra care when cleaning up spills that are biologically contaminated
    - If in doubt on how to clean up safely, contact your supervisor
    - Wash contaminated clothing in separate wash to other clothes.
    Seek immediate medical attention if needle stick injury occurs and report the injury to supervisor.

  • Obtain and read the current (within 5-year issue date) Safety Data Sheets (SDS) for all chemicals used. Ensure SDS available at site.
    Follow instructions for use, storage, PPE, disposal as recommended by the manufacturer & the SDS.
    Some commercial cleaning products are IRRITANTS.
    Prolonged contact with chemicals may lead to skin rashes or Dermatitis.
    Personal Protective Equipment (PPE):
    When handling/ using concentrated chemicals or when splashing may occur wear:
    - PVC or rubber gloves
    - Safety Glasses
    - Closed in shoes or safety boots.
    Spills:
    - Ensure any spills are cleaned up quickly
    - Mop up excess with mop
    - Rinse with water.
    General instructions for use:
    - Dilute chemicals as directed on the label
    - Dilute only what is necessary for use at the time
    - Storage below chest level (liquid chemical)
    - Decanting done in well-ventilated, well-lit area with access to spill- containment kit
    - Ensure First Aid kit available
    - Ensure emergency access to running water for eye- wash
    - Dispose of chemicals appropriately (environmentally & regulatory)
    - Wash hands after use and before eating/smoking.

  • All decanted chemical bottles must be labelled:
    - Name of chemical
    - Clearly written, easy to read
    - Food containers are NEVER used for chemicals
    - Bottles are cleaned of previous chemical (if different) before use.

Control Measures to Reduce Risk

  • Avoid walking on wet floors.
    Use adjustable handles on equipment correctly to ensure upright posture as much as possible.
    Avoid over-reaching especially when mopping.
    Avoid excessive bending and twisting of body to reach awkward locations.
    Use trolleys to move equipment or waste bags if heavy.
    Manual Handling in general. Ensure:
    - Tasks are undertaken following manual handling risk controls and using the equipment provided
    - Regular breaks are taken as required
    - Relevant workers are not required to work in awkward positions when exerting force, or for more than 30 minutes at a time, or 2 hours over entire shift.
    Controls are implemented such as job rotation between different jobs for long duration tasks.

    Do not engage persons who may be aggressive or who demonstrate potentially dangerous behaviour. Leave area and report to supervisor immediately.
