• CommScope 384-Line FTTN Cabinet - National (excluding CitiPower and Powercor)

  • PART 1 | PREPARE SITE

  • A1 - Contact FTTN NOC to advise work is being undertaken at site.

  • A2 - Conduct HSE risk assessment and pre-start checklist per delivery partner risk management policies (i.e SWMS or JSEA)

  • A3 - Ensure safety prestart is conducted and appropriate controls are implemented, such as:

  • • Traffic control, if required

  • • Pedestrian management

  • • Barriers

  • • Low voltage rescue kit is available

  • PART 2 | CONFIRM BACKUP SUPPLY & ISOLATE NORMAL SUPPLY

  • A4 - Check battery capacity remaining. If capacity is sufficient to complete work without loss of service, proceed. If not, do not proceed and contact FTTN NOC.

  • A5 - Isolate at main switchboard fuse, or only if authorized then at utility fuse, apply lockout tag as required. NOTE: Works are able to be performed with the supply to the switchboard energized and the main switchboard fuse isolated provided that the appropriate risk assessments and safe work methods are implemented and adhered to.

  • A6 - Test and confirm outgoing subcircuit at main switchboard is isolated.

  • A7 - At the cabinet, test and confirm incoming supply is isolated.

  • PART 3 | INSTALL SI RCBO in Cabinet

  • A8 - IF 2x Surge Protection Devices (SPD) are installed, move rectifier MCB's to the right by 1 module. If only 1x SPD is installed, rectifier MCB's may remain where they are.

  • A9 - Disconnect active cable between SPD and the busbar at the MCB's

  • A10 - Install SI RCBO on DIN-rail between SPD(s) and 2x rectifier MCB's

  • TIP: Refer to schematic SCH-38-COMMSCOPE-SI for further clarify on the following steps.

  • A11 - Install 6 mm2 active cable between SPD and SI RCBO

  • A12 - Install 6 mm2 active cable between SI RCBO and 2x rectifier MCB's

  • A13 - Disconnect 2x rectifier subcircuit neutral conductors from the neutral bar and reconnect to load-side neutral terminal of SI RCBO

  • A14 - Remove 3rd rectifier subcircuit neutral conductor (unused socket)

  • A15 - Install 6 mm2 neutral cable between the neutral bar and line-side neutral terminal of SI RCBO

  • A16 - Ensure that the labeling of the front cover of the CommScope switchboard is updated accordingly with permanent type labels.

  • PART 4 | AT MAIN SWITCHBOARD, REPLACE RCBO WITH MCB

  • A17 - At external switchboard, remove neutral cable between the neutral bar and existing RCBO

  • A18 - Remove existing RCBO

  • A19 - Install the MCB (per the materials list) in place of the existing RCBO

  • A20 - Reconnect outgoing neutral cable directly to the neutral bar. If cable length is too short, utilize a cable connector (Clipsal part number 563L2)

  • A21 - Test per AS / NZS 3000 and AS / NZS 3017

  • PART 5 | ENERGIZE, TEST AND SUBMIT

  • A22 - Complete Certificate of Electrical Safety

  • A23 - Reconnect supply (at fuse in main switchboard)

  • A24 - Conduct any remaining tests, i.e those that require supply to be available.

  • A25 - Ensure supply is working and cabinet is powered on

  • A26 - Mark up the existing AC single line diagram or replace with an updated and laminated diagram whilst on site; this diagram can be found in the document holder inside the cabinet as well as in the document container located in the NBN electrical pit.

  • A27 - Ensure the switchboard schematic and table of switchboard on the AC bay door is updated.

  • A28 - Submit Certificate of Electrical Safety (for non-prescribed electrical installation work) to Energy Safe Victoria (ESV)

  • A29 - Contact FTTN NOC to advise job is complete prior to leaving site.

  • A30 - Submit the below listed artefacts (certificate and photos) to NBN.

  • D10 - Install 2.5 mm2 eye lug to other end of earth cable and secure to spare terminal on PE bar within FTTN cabinet HEX compartment.

  • D11 - Label the newly installed earth cable at the end connected to the PE bar as “GENERATOR N-E BOND” with a permanent type label.

  • D12 - Move normal supply neutral wire from output neutral terminal of changeover switch to normal supply input neutral terminal.

  • D13 - Remove TIB-2465 related label from changeover switch cover.

  • D14 - Install label to front of changeover switch cover “TIB-3374 COMPLIANT” with a permanent type label.

  • D15 - Reinstate changeover switch cover.

  • PART 4 | REPLACE RCBO

  • D16 - Remove existing RCBO.

  • D17 - Install approved SI RCBO.

  • D18 - (Pole-mounted switchboards only) Remove existing switchboard cover.

  • D19 - (Pole-mounted switchboards only) Install Clipsal mounting cover kit as per materials list. Spare fuse to be left in the document container located in the NBN electrical pit.

  • G4 - Check battery capacity remaining. If capacity is sufficient to complete work without loss of service, proceed. If not, do not proceed and contact FTTN NOC.

  • G5 - Isolate at main switchboard fuse, or only if authorized then at utility fuse, apply lockout tag as required. NOTE: Works are able to be performed with the supply to the switchboard energized and the main switchboard fuse isolated provided that the appropriate risk assessments and safe work methods are implemented and adhered to.

  • G6 - Test and confirm outgoing subcircuit at main switchboard is isolated.

  • G7 - At the cabinet, test and confirm incoming supply is isolated.

  • PART 3 | REPLACE RCBO

  • G8 - Remove existing RCBO

  • G9 - Install approved SI RCBO

  • G10 - (Pole-mounted switchboards only) Remove existing switchboard cover.

  • G11 - (Pole-mounted switchboards only) Install Clipsal mounting cover kit as per materials list. Spare fuse to be left in the document container located in the NBN electrical pit.

  • G12 - (Pole-mounted switchboards only) Apply permanent type labels to clipsal mounting cover kit according to what was labelled on removed cover.

  • G13 - Test per AS/NZS 3000 and AS/NZS 3017.

  • PART 4 | ENERGIZE, TEST AND SUBMIT

  • G14 - Complete Certificate of Electrical Safety

  • G15 - Reconnect supply (at fuse in main switchboard)

  • G16 - Complete any remaining tests, i.e those that require supply to be available.

  • G17 - Ensure supply is working and cabinet is powered on

  • G18 - Mark up the existing AC single line diagram or replace with an updated and laminated diagram whilst on site; this diagram can be found in the document holder inside the cabinet as well as in the document container located in the NBN electrical pit.

  • G19 - Submit Certificate of Electrical Safety (for non-prescribed electrical installation work) to Energy Safe Victoria (ESV)

  • G20 - Contact FTTN NOC to advise job is complete prior to leaving site.

  • G21 - Submit the below listed artefacts (certificate and photographs) to NBN.

  • Photograph's of completed external (pole, pillar or pit) switchboard, complete with labelling.

  • Photograph of updated schematic (to be placed in cabinet document holder).

  • Photograph or scan of Certificate of Electrical Safety (title varies per region).

  • For pole-mounted switchboards : Photograph of conduit at top of pole (i.e. at point of connection to mains).

  • Photograph of removed RCBO clearly showing the model number (i.e. RCBO that was on site prior to works)

  • Provide noteworthy summary of site observations (such as cable damage, loose cable connections to switchboard and evidence of water ingress and vermin ingress)
