Conditions for storer/Recoverer

  • 1. a) Facility must analyze and identify all scheduled waste (Hazardous waste) undertaken for co-processing

  • b) The operator should practice waste evaluation procedures to assess potential impacts on the health and safety of workers, general public, plant emissions, operations and product quality.

  • c) Facility must take the adequate measures while handling scheduled waste (hazardous waste) to;<br><br>(i) Prevent accidents and limit their consequences on human beings and the environment.

  • (ii) Provide persons working on site with training, equipment an information necessary to ensure their safety

  • d) A proper recording system should be maintained for receiving scheduled waste (Hazardous waste)

  • e) The containers and packaging of scheduled waste must meet the following conditions.<br><br>i. All packaging material including containers shall be of such strength, construction as not to break open or become defective when handling during transportation.

  • ii. All packaging material including containers should be such that there will be no significant chemical or any other type of reaction among any of the material in the packaging.

  • iii. Packaging material should be such that there will be no significant chemical or any other type of reaction among any of the material in the package

  • iv. All containers must be compatible with the type of waste stored and amenable to mechanical handling.

  • v. Containers for liquid Scheduled waste (Hazardous waste) should completely closed / sealed and leak proof. There should be no any gas generation due to any chemical reaction within the container.

  • vi. Container should be covered with a solid lid or a canvas to avoid emissions of any sort including spillage, dust ect. and minimize odour generation both at the point of loading and during transportation.

  • vii. Multi use containers must be reusable provided it should be cleaned and free from any deterioration defects

  • viii. Loads of scheduled wastes (mercury containing bulbs) should be properly placed on vehicles and other necessary measures should be taken to prevent movement and loss.

  • x. Incompatible wastes shall not be collected in the same container. Wastes shall be segregated and packed separately

Labelling

  • f) Containers vehicles waste receiving points and storages should be labeled with appropriate symbols and statements as per ""Guidelines for the management of scheduled waste in Sri Lanka in accordance to the National Environmental (Protection & Quality) regulation No 1 of 2008""

Storage

  • g) (i) Scheduled waste should not be stored in the open environment

  • (ii) Storage area should be provided with proper shelters and concrete floors or any other suitable material depending on the characteristics of waste handled.

  • (iii) All the storages should be provided with secondary containment such as proper slopes as well as collection pit so as to collect wash waste and leakages / spills.

  • (iv) All the storages should be provided with proper peripheral drainage system connected with the sump so as to collect any accidental spills in access roads or within the storage yards.

  • (v) Flammable, ignitable, reactive and non compatible wastes should be stored separately.

  • (vi) Storages should be designated to withstand the load of substances stocked and any damage from spillages

  • (vii) Loading and unloading of waste within storages should only be carried out under supervision of well trained experienced staff.

  • (viii) Measures should be taken to prevent entry of runoff in to the storage area.

  • (ix) Storage sites should have adequate & prompt emergency response equipment system for the hazardous waste stored on the site.

  • (x) Maximum storage time of the received hazardous waste must not be exceeded 6 months.

  • xi) A system for inspection of storage area to check the conditions of the containers, spillages leakages should be established and proper records must be maintained.

  • xii) Scheduled waste that cannot apply the conditions given under 1.e (v) due to physical and chemical characteristics should be stored in separate restricted area and proper monitoring system for emissions should be in place

Operating Conditions for Co-processing

  • h) (i) Hazardous waste feeding systems such as conveyor belt system, liquid waste pumping system must be in good condition without any type of leakage spillage, or emission

  • (ii) Mixing and impregnation processes should be carried out in specifically constructed, dedicated area and adequate measures should be taken to possible hazards.

  • (iii) Designated area for washing vehicles which are dedicated for transporting scheduled waste should be available within the facility.

  • (iv) Untreated waste water generated from washing processes of vehicles which are dedicated for transporting scheduled waste and scheduled waste storages should be directed to co-processing.

  • v) Co-processing should achieve the conditions for the thermal destruction of the hazardous waste as given in the section 6.3 of "Guidelines for the management of scheduled waste in Sri Lanka" in accordance to the National Environmental (Protection & Quality) regulation No 1 of 2008."

  • 2. Scheduled waste manifest system should be followed for the transportation of scheduled waste (Hazardous waste) for Co-processing at the facility.

  • 3. Scheduled waste accepted for co processing should not be burnt in the open environment.

  • 4. In any event of environmental damage occurred during the storage / recovery of scheduled waste shall be restored and repaired under the guidance and supervision of the CEA and the total cost of such restoration and repair should be borne by M/s Geocycle Co-processing Facility, Holcim (Lanka) Ltd, PO Box 01, Palavi, Puttalam

  • 5. Records for on-site stored scheduled wastes shall be maintained and should be submitted to the CEA once in every 6 months

  • 6. Any additional condition stipulated by the Central Environmental Authority as and when required for controlling any kind of pollution arising from the on site handling of scheduled wastes shall be strictly adhered to.

  • 7. This Scheduled waste Management license is issued to carry on only the permitted activities stated herein; it shall not intended to confer the recipient therefore any right to assert ownership to the land where the permitted activities are carried on.

  • 8. This license is issued in respect of storing and recovery of scheduled waste to M/s Geocycle Co- Processing Facility, Holcim (Lanka) Ltd, PO Box 01, Palavi, Puttalam.
