HOURS OF WORK

  • Where feasible, has bank vegetation been retained and scour protection been integrated into bank?

  • Has an EWMS been submitted for works in or adjacent to a waterway and submitted to RTA’s Representative, ER and PV 30 days prior to commencement of works?

  • If blasting works in waterway proposed/undertaken, has EWMS been prepared?

  • Are temporary crossings designed, constructed and maintained in accordance with Appendix 4 of SWTC and Section 5.3.4 of the Blue Book?

  • Do crossing allow for fish passage at nominated locations

  • Are pipes or culverts used designed in accordance with Appendix 10 of SWTC?

  • Are temporary crossings being used for shortest time required to complete their designed operational function?

  • Does crossing employ material that will not result in sediment material entering the waterway?

  • If rock used, is it of suitable size to prevent/reduce likelihood of washing away in storm or flood event?

  • Are/have crossings been removed with minimal disturbance to drainage systems crossed?

  • Has partial or complete removal of crossings occurred prior to high flow/flood events?

DUST & AIR QUALITY

  • Any areas of significant dust generation and dust suppression used?

  • Are all trucks with loads covered prior to exiting the site?

  • Air Quality Monitoring devices working & checked

  • Are measures in place to remove mud and debris from wheels and truck bodies prior to entering local roads

NOISE CONTROL

  • Machines fitted with proper noise suppression devices.

  • Are there any areas where significant noise is generated?

  • Noise Monitoring devices working & being checked

  • Site Construction hours being adhered to, no breaches?

  • Is starting or warming up of equipment restricted to the above hours

  • Is time and duration of noisy work restricted to ?? to minimise impacts upon noise sensitive receivers?

  • Acoustic screening or enclosures used around fixed plant under regular operation that may affect noise sensitive receivers?

  • Are sawcutting operations being managed to minimise noise impacts?

  • Is maintenance work on construction plant being undertaken away from noise sensitive receivers and within approved working hours?

GROUND VIBRATION & AIR BLAST

  • Have Building Condition Inspection reports submitted prior to works commencing.

  • Are there any areas where significant vibration is generated affecting nearby buildings & utilities?

  • Is vibration monitoring occurring? Is equipment configured to alert equipment operators via audible or visual methods when level of vibration approaches or exceeds limits?

VEGETATION

  • Is an internal clearing permit for the area in place

  • Prior to clearing are sediment and erosion controls in place as per PESCP

  • Are clearing limits identified by clearly visible markers of ?? colour at no more than 15m intervals on each side of road formation and bridges? Prior to clearing is delineation inplace using highly visible and robust barrier or tape?

  • Have retained threatened species, culturally significant areas and EECs clearly marked out with ?? colour on site with no-go signage used to identify them?

  • Trees and other vegetation adjacent to the works preserved and protected from damage by fencing around dripline, no stockpiling or vehicle parking

  • Is delineation and signage maintained in good condition

  • Has clearing been completed within survey pegs, buffer zones protected.

  • Has vegetation been retained within 15m of all watercourses and drainage lines until immediately before construction commences in the area.

  • Where possible have grasses and small understory species been retained adjacent to waterways

  • Are ??? weeds removed and dispose of in accordance with Weed Management Plan

  • Have clearing areas been checked by qualified ecologist and habitat trees identified prior to disturbing.

  • Debris from clearing safely stockpile / safely disposed of.

MULCH

  • Has native vegetation removed during clearing be used for ERSED, merchantable timber, landscaping mulch or fauna habitat

  • If exotic species are proposed for mulch, has the Contractor demonstrated that use will not result in eco-toxicological impacts or spread of weeds

  • Are mulch stockpiles located away from waterways, drainage lines and areas of natural vegetation.

  • Are mulch stockpiles located in accessible areas for use during construction

  • Are mulch stockpiles located away from areas that will result in tannin leachate entering waterways

  • Are stockpiles been monitored and managed to avoid spontaneous combustion ie flat tops, not too large and turned regularly

FAUNA

  • Hollow trees marked, felled last, felled tree left on ground to allow fauna to vacate.

  • Precautions taken to protect all native wildlife.

FIRE PRECAUTIONS

  • During high fire danger periods is all equipment that could discharge sparks fitted with spark arresters

  • Is any cutting, welding, grinding or other activity likely to generate fire occurring during total fire ban days

  • Where there is a risk of fire caused by work are crews trained with regard to fire prevention, safety and basic fire fighting skills.

  • Are personnel and vehicles involved in above adequately equipped.

SPILLAGE PREVENTION & CONTAINMENT

  • Where in a location with direct drainage to a waterway or sensitive area, is refuelling, maintenance of plant and equipment, mixing of cutting oil or any other activity which may result in spillage of chemical or hazardous material occurring wihtin temporary bunding and greater than 50m of waterway.

  • Are all refuelling activities attended

  • Are adequate supplies of spill clean up available

  • Have daily checks of plant and equipment occurred

  • Are chemicals and fuels stored in adequately sized bunded areas to 120% of the largest container within the bund.

  • Is the capacity of bunded areas maintained

  • Prior to discharge of water from any bund has checks been completed to ensure compliance with legislation or water quality criteria. Are records kept of checks

  • Are MSDS available for all chemicals and dangerous goods within each bunded area.

PESTICIDES

  • Where pesticide use is >5L/kg concentrate or >20L/kg of ready-use product has a pesticide record sheet been completed

  • If a pesticide is used near a waterway it is registered for use near a waterway

  • Any sensitive places with regard to pesticide use??

  • Is pesticide use avoided on hot days when plants are stressed, after seed has set, within 24hrs of rain or when rain is imminent and when winds will cause drift into non-target areas.
