Pre Start Checks

  • Are permits in place, correct activities identified and are for the date of attendance?

  • Has site provider been notified of presence on site?

  • Has Site provider induction been performed (where required)?

  • Have you notified the Telecoms Operator of attendance on site?

  • Is an RF outage in place, for each technology (where required?

  • Is a copy of the site specific H&S Plan - Construction Phase Health & Safety Plan (CPHSP) and all Contractor Risk Assessment and Method Statement (RAMS) on site?

  • Have you assessed the CPHSP and RAMS to ensure they cover the work activities for the day?

  • Have you performed and on-site Dynamic Risk Assessment relating to your works to ensure that any new hazards are captured and mitigated? Copy to be sent to H&S team. Use Daily risk assessment document on I-Auditor.

  • Are all issues highlighted in the client site specific safety data relevant and mitigated?

  • Is on-site safety equipment, latch way, fixed ladders within inspection date (less than 12 months on tag)?

  • Have any modified work arrangements from the above questions been agreed with the PC’s Project Engineer before continuing?

  • Are other contractors, not under the appointing contractors’ control, present on site? If so, it must be identified in writing who is to be PC for the site

  • Have you delivered, verbally, a site induction including a summary of the contents of the CPHSP and Dynamic RAMS findings (including the welfare facilities and emergency arrangements – nearest hospital)?

  • Have all qualified first-aiders been identified during the induction?

  • Have all in attendance on site signed the CPHSP induction sheet to confirm they have read and understood the document and have the appropriate PPE for the works?

  • Are all attendees in possession of, in date, training and equipment certification for the works they are to perform?

  • Is there in-date certification, and have pre-use checks been performed, for all PPE equipment, lifting equipment and plant?

  • Is the site properly secured (barrier protection where public have nearby access)?

  • Are Principal Contractor Site Rules displayed? Refer to CPP.

  • Is a first aid kit (rescue kit and fire extinguisher as appropriate) close to the works area?

  • Has Traffic Management been set out completely before any works commence and do the public know (using signage) what is expected of them? If marshals are used or “Stop-Go” boards, good communication must be maintained between TM and workforce at all times

  • For Groundworks. Have stats plans been reviewed, CAT detectors been used, ground marked up with identified services and HSG 47 guidance being followed?

  • Are lift/berthing plans and TM plans present on site and adhered with?

  • Is the Eton (Symology) notice displayed on street works sites?

  • Where relevant, is the building Asbestos Register available and has it been checked to identify where it may affect works?

  • Are COSHH substances to be used, the hazards understood and COSHH sheets on site?

  • Are weather dependant works taking place – has the weather forecast been reviewed?

  • Is Covid-19 cleaning station in place at entry to site?

Post Start Checks

  • Are you controlling access to the site – ensuring that all who attends are inducted and have the appropriate certification? Be point of contact for visitors and auditors putting them through these checks

  • Are you ensuring the site is being kept clean and tidy?

  • Manual handling minimised and lifting accessories used where possible?
