  • If awarded a contract an approved site/contract specific safety plan will be required from the contractor at least two weeks before the contract commences.
    The health and safety plan must, where applicable, include the following elements:

Contract description

  • Summary of activities:<br>Is there a description of all the major activities and types of work to be performed? <br>This needs to be checked and needs to include sub-contractors activities, if any.<br>

  • Tasks and specialist procedures:<br>Is there a list of tasks that may require specialist procedures, MBIE (DoL) notifiable work and main contractors permits of work systems and relevant training?<br>

  • Areas requiring consideration:<br>Are there special and site specific consideration from a health and safety perspective.

  • Examples: Presences of the public, traffic management, demolition, work restrictions (work times, and noise nuisance).

Contract health and safety structure and system

  • An outlined management structure, including responsibilities, standards and control systems applicable to the contract

  • Does the SSSP contain a signed copy of your company’s health and safety policy

  • Health and safety organisation and structure<br>Is an outline of the main contractor’s health and safety organisation and structure need to be provided?

  • Give names, positions, contact details of personnel with specific health and safety responsibilities. If there are sub-contractors then these need to be included with their personnel with health and safety responsibilities.

  • Has the designated health and safety person provided their name, position and contact details?

  • Has the person in control of the work place provided their name, position and contact details?<br>

Contract induction and training

  • Is the induction content site specific, outlining how it will be given, who it will be given too and recorded as being completed on site?

  • Are there details of employee training, relevant to the contract requirements which have been or will be provided?

  • Is there a training and competency registers with the names and positions of contract employees, sub-contractors and their authorisations, permits, competency certificates, licenses etc?

Safe work practices and procedures

  • Risk assessments involve careful examination of all the hazards associated with the specific activities on-site that have the potential to cause harm to employees, others, the environment or business need to be provided so that they can be assessed and all significant hazards eliminated, isolated or minimised using various control measures. Safe operating procedures (SOP) or work method statements (WMS) and job safety analysis (JSA) contains all the steps in an activity. JSA’s are site specific and involve all the steps for the task in hand. They are not used across other sites as a generic document as they capture the hazards and controls at a specific place and during a specific time.

  • Have the SOP, WMS and JSA's been provided for all relevant work procedures?

Permit to work systems

  • The project engineer or project manager needs to be able to provide assurance that the main contractors permit to work system procedures are in accordance with Todd Properties HSE MS 18 permit work scheme expectations for contractors and sub-contractors.

  • Has the on-going operations that will be subject to a permit to work system been outlined to controlling hazards associated with non-routine or hazardous work on-site?

Notifiable works

  • Where notifiable work, as defined in the Health and Safety in Employment Act, sections 2 and 26, is to be carried out by the main contractor or sub-contractors, they must notify MBIE (DoL) in writing at least 24 hours prior to commencement of such work. A list of noitifiable work must therefore be included in the SSSP.

  • Does the main contractor have a full-time onsite safety representative for notifiable work?

Minimum PPE for contract

  • Project engineers and project managers will report on the compliance of wearing the PPE in the weekly report to the Todd Property Development Managers, as not wearing PPE could be a near miss or HiPo incident depending on the work being undertaken.

  • Is the minimum PPE for the contract specified?

Hazard and environmental management

  • All hazards and environmental requirements involved with the contract must be identified and controlled. The project engineers and project managers are required to ensure there is a systematic approach on-site to hazard identification that is cross reference with the SSSP, Permit of Works, JSA, and Incident register.

  • Have all hazards and environmental requirements involved with the contract been identified and controlled specified?

  • Is there a process to provide evidence of a dated and co-ordinator sign off for the hazard controls ie., at pre-start and tool box meetings?

  • Have all the hazardous products be Identify, recorded on a hazardous products register and stored according to the safety data sheet (SDS).

  • Has site specific details been specified of the procedures for minimisation, collection and disposal of waste and or scrap material generated from the contract?

Safety inspections

  • Has the contractor provide details of how safety inspections will be undertaken on-site?

Required registers

  • The following registers, where applicable, must be maintained by the contractor and outlined in the SSSP

  • Is there a first aid record of treatment?

  • Is there a hazard register, risk analysis and controls where required?

  • Is there a training records register?

  • Is there a competency register?

  • Is there a hazardous products register?

  • Is there a permit to work register?

  • Is there a contract induction register?

  • Is there a task analysis/ SOP/job safety analysis register?

  • Is there a scaffold register?

  • Is there a incident/accident register?

  • Is there a register of plant/machinery to be used on site,with inspection records?

  • Is there a register of emergency equipment and where its location will be?

  • Is there a register for harness and other PPE that requiring periodic checking?

Health and safety consultation and communication

  • Is it outlined how the contractor will communicate health and safety issues?

  • Is the frequency of health and safety meetings/briefings and reviews of JSA’s outlined?

  • Are there details of what records are maintained, what they will contain and that they will be auditable?

Emergency procedures

  • Has an overall emergency plan for the contract been provided to Todd Property standards HSE MS 9?

  • Has emergency procedures for any tasks and specialist procedures/high risk activities been provided?

  • Has information on the frequency of drills and how information will be recording been provided?

  • Has a list of first aiders, emergency contact detals and a site specific emergency map of the site been provided?

  • Has a process been outlined for managing significant change in process, plant or machinery on-site?

Accident/incident reporting and investigation

  • All incident reports need to be provided within the time frames specified in the HSE MS 17 – Minimum Health and Safety Requirements for Physical Works, Section 4.4. The SSSP
    needs to outline the main contractors’ methodology for assessing and reporting lost time incidents, medical treatment incidents, alternative duties etc.

  • Has the contractors reporting, recording and investigation procedures been outlines?

Health and safety performance monitoring

  • The SSSP needs to outline how the overall safety performance for the contract is monitored by the main contractor

  • Is the frequency of audits for the contract including sub-contractors outlined?

  • Is there an outline of the audit programme and how it will evaluate the safety plans effectiveness?

Sub-contractor selection and management

  • An outline of the main contractors systems for approving the health and safety procedures of subcontractors for the contract needs to be provided. A record of the sub-contractors working on the contract needs to be maintained and available, along with any required proof of training, competencies and certification for the type of work being done.

  • Are the names and contact details of the sub-contractors attached in a schedule to the safety plan?

  • Has the main contractor outlined their company’s procedures for managing their sub-contractors?

Traffic management plan

  • Has a copy of the approved Traffic Management Plan been provided?

Site security

  • Has procedures for site safety and security been provided?

  • Contractor Signature
