    Definition of Ratings
    0 0% to 50% Where the overall outcome is at an unacceptable level.
    1 51% to 75% Where the overall outcome is at a fair level.
    2 76% to 99% Where the overall outcome is at a good level.
    3 100% Where the overall outcome is at an excellent level.

    0 Where less than 50% of the instance of an element fails to achieve the required outcome, an overall rating of 0 will be awarded for that element.
    1 Where more than 50% but less than 75% of the instance of an element achieves the required outcome, an overall rating of 1 will be awarded for that element.
    2 Where more than 75% but less than 100% of the instance of an element achieves the required outcome, an overall rating of 2 will be awarded for that element.
    3 Where 100% of the instance of an element achieves the required outcome, an overall rating of 3 will be awarded for that element.
