  • The following prestart up checklist must be completed for every piece of equipment, area, or group of circuits prior to energization or if any installation changes have occurred. Only upon completion of the following items listed is it acceptable to energize individual branch circuits one at a time

  • Have all conductors been verified to be away from all sharp edges or bolts/screws including ones for securing removable covers?

  • Have all conductors been terminated and torqued properly?

  • Have all conductors been properly labeled?

  • Have all breakers been exercised without power for verification of function?

  • Are all doors/covers closed and dead fronts installed properly with factory screws?

  • Are all interior barriers in equipment installed properly?

  • Has equipment been cleaned, vacuumed and wiped down?

  • Are lock bars installed on each panel?

  • Are electrical loads in the equipment that are not to be energized at this time locked out and tagged out?

  • Is the "Lock Out Tag Out" form placed on equipment or in a log book to indicate which circuits are to be tested and tracked on every panel? Are the LOTO logs for this panel or equipment up to date to reflect what shall be locked out and by who?

  • Are current Arc Flash Stickers present indicating appropriate hazard?

  • Are all current labels and/or panel schedules installed?

  • Is Signage “Warning Energized Electrical Equipment” put on each piece of distribution equipment and does the electrical room have a sign on the door stating that the room is restricted to “Authorized Personnel Only”?

  • Are all down stream loads, conductors terminated or capped and taped or capped and in a box even if LOTO?

  • Has a continuity check been done on all loads and feeds verified clear after all work being completed?

  • Is this a construction power install? If not select N/A for the listed questions in the Construction Power Install Section below.

Construction Power Install

  • Have all splices been terminated in a j box?

  • Have all cords been hung by non conductive means?

  • Have all soft cables or cords been installed correctly and female cord caps are on the power end only?

  • Have turtles been inspected for damage and proper function?

  • Has all temp lighting been properly supported by a nonconductive means?

  • Have all lighting cables or cords been installed correctly and female cord caps are on the power end only?

  • Have all unused starter cords been removed or capped and LOTO?

  • Have all starter cords been verified that female cord caps are on the power end only?

  • Has all personnel reviewed the AHA and been notified of energization?

  • Have Controlled Access Zones (CAZs) been Installed and Authorized Personnel been identified?

  • Has equipment and circuits to be energized been discussed in todays morning daily huddle with all crews working in effected areas?

  • Are final Arc Flash Stickers present indicating appropriate hazard?

  • Is the available fault above 25KA? (If yes you must refer to Encore Circuit breaker and Switch flow chart)

  • Can breakers be operated by a remote means? (Encore Pole, Chicken Switch Etc.) If yes please do so

  • Have Controlled Access Zones (CAZs) been Installed and Authorized Personnel have been identified?

  • Are lock bars installed on each panel. Is proper LockOut TagOut installed where applicable and Authorized Personnel have been identified? Have either lockable permanent or temporary doors installed on all electric rooms that will be energized?

  • Is Signage “Warning Energized Electrical Equipment” put on each piece of distribution equipment and does the electrical room have a sign on the door stating that the room is restricted to “Authorized Personnel Only”

  • Are all labels installed on j boxes and devices per specs or Encore minimums? (All J boxes and devices shall be labeled with panel and circuit IDs)

  • Has a complete walk through of raceway and equipment to verify all make up and terminations of all systems been completed in an area? List names below who completed the walk through. No circuits will be turned on until walked by 2 of the 3 approved startup personnel

  • Are electrical all loads in the equipment that are not to be energized at this time locked out and tagged out?

  • Is the "Lock out Tagout form placed on equipment or in a log book to indicate which circuits are to be tested and tracked on every panel. Are the LOTO logs for this panel or equipment up to date to reflect what shall be locked out and by who?

  • Is the energization permit completed and approved for the corresponding equipment or circuits?

  • Has all personal read and understands the energy control plan? Has all personnel been notified of energization?

  • If various crews, has the point of demarcation been reviewed, marked and coordinated as well as communicated to all teams and members?

  • Has equipment to be energized been discussed in todays morning daily huddle with all crews working in effected areas?

  • Has a preenergization confrence been conducted to include all responsible parties including subs and other trades?

  • Have contractors and vendors other than Encore placed there own LockOut TagOut?

  • Has a continuity check been done on all loads and feeds verified clear after all work being completed?

  • Are all down stream loads, whips or conductors terminated, capped and taped or capped and in a box regardless if it is LOTO

  • Is the equipment or circuits safe to energize?
