  • Risk Scope:
    Scope includes all water reservoirs on site with the potential for a person to drown. Includes pit sumps, dams, water systems, tanks and thickeners in processing plants.

  • Control Objective:
    To ensure coal mine workers are not exposed to an unacceptable level of risk of downing whilst working in and around water bodies.

Flotation Devices

Flotation Devices (life vests, life buoys) are provided and maintained in accordance with AS 4758.1 Personal Flotation Devices: General Requirements and 'GRM PRO Working in and Around Water Bodies'.

  • Level 100 Flotation Device is mandatory while working in boats on water bodies or near water bodies
    PFD is checked for damage, inherent buoyancy prior to each use and is within the life span (eg. 10 years).

  • Select 1 active work crew working on or near a body of water and verify the following:

  • Has a risk assessment (eg. BMA Safe / JSA) been conducted and appropriated hazards and control measures identified and implemented?

  • Are level 100 PFDs worn by all CMW's?

  • Is a spotter is in place (e.g. on shore if other CMW is in boat)?

  • Select 2 buoyancy vests. Are they in good condition with no tears or damage or wearing?

  • Check the 2 buoyancy vests for age (date of manufacture). Are they within the 10 year life span, and recorded on the site register?

Plant and Equipment In and Around Water Bodies

Plant and equipment in and around water bodies is designed, constructed, maintained and operated in accordance with legislation, Australian Standards and BMA / GRM procedures (including vessels, handrails).

  • Vessels / boats are fit for purpose, maintained and defects managed as to ensure users are not exposed to potential immersion due to boat failure.

  • Select active work crew working on a body of water with a vessel / boat and verify the following:

  • Has a risk assessment (eg. BMA Safe / JSA) been conducted and appropriated hazards and control measures been identified and implemented?

  • Has the integrity of the vessel / boat been checked and defects reported / managed adequately including:

  • Checked for cracks or possible leaks?

  • Checked fuel lines for condition (i.e. Cracking)?

  • Checked for oars in boat and in good condition?

  • Checked for general condition of the boat?

  • Checked maintenance schedule of boat (in date / required frequency)?

  • Work platforms on fixed structures and floating equipment, excluding boats, over a body of water or other liquid, should be fitted with barriers.

  • Select active work crew working on or near a body of water and verify the following:

  • Is there adequate bunding / edge protection on work platforms, fixed structures and floating equipment (excluding boats) around water bodies?

  • Has the integrity of the barrcade, bunding or edge protection been inspected / maintained?
