Induction and Training
-
Have all employees that handle or transport any chemicals completed their site-specific induction training? (Dip sample 5-7 workers)
-
Has the annual hazardous substances toolbox talk been completed by all workers? (check the records)
Storage
-
Are all forklift and BBQ LPG cylinders (except the ones in use on the forklift or attached to the BBQ) stored in an outdoor locked cage that contains the flammable gas warning placard? (This includes any empty cylinders).
-
Are all chemicals stored in the car park on a suitable bund containment unit that can contain at least 110% of the whole quantity of contents stored on it?
-
Have all recent deliveries been placed onto a containment bund immediately and not left unattended in the car park or out the front of the site? (no product should be left sitting on just a pallet for any length of time, without being immediately put away on a proper chemical containment bund or taken indoors).
-
Is all Nicotine product stored in a locked room with only a handful of persons able to access it?
-
Are all chemicals stored on racking stored with the heaviest at the bottom and lighter products at the top, with no more than 5 kg containers above shoulder height?
-
Are all chemicals stored in the storerooms stacked vertically with no leaning or risk of products falling over?
Handling
-
Are employees that handle hazardous substances trained as per the legislated requirement (Haz Subs Regulation 4.5)?
-
Are Safety Data Sheets (SDS) available for all employees at the point of storage and use? (Note these must be accessible and close to hand - not a folder in an office; they should be by the racks, in the car park area, and adjacent to mixers or lab equipment used to test them)
-
Have all workers that handle any chemicals with a placard warning (i.e. the fire triangle warning symbol or the 'exclamation mark' symbol on the container) been provided with training on how to read the SDS and find the relevant PPE and emergency response information?
-
Are all SDS's up to date (cannot be older than 5-years from the publishing date)? (Dip sample a selection of SDS's)
-
Is there a system in place for reviewing the SDS's at least once a year and is this system being used?
Compliance and legal requirements
-
Is there a hazardous substances Inventory with a full list of every chemical and the total quantities of each chemical?
-
Is the hazardous Substances Inventory up to date and has been reviewed within the past 12-months?
-
Are all relevant workers trained to deal with a spill in the car park area, and how to use the spill kit? (Note: the mangroves in the Waterview Bay around the driveway are protected under the Resource Management Act).
-
Have any hazardous substances related incidents, near misses, non-compliance or spills been reported in the past 12-months into Employment Hero? (HR can provide this information). Mark this as a 'No' if nothing has been reported in Employment Hero the past 12-months as it is highly unlikely the site has remained 100% compliant for a full year. Mark as a 'No' if incidents are reported but it was not into the Employment Hero system.
Emergency Preparedness
-
Are emergency procedures in place for dealing with spills in the car park, and they are being used effectively?
-
Are emergency spill procedures posted in a prominent place in the car park?
-
Are emergency Response numbers posted clearly in the car park (e.g. Auckland Council Pollution Response Team; Spill truck / clean-up company etc)?
-
Has there been a site evacuation drill in the past 6-months and there is a de-brief form completed and available for inspection (this is a legal requirement)?
-
Has a mock spill response exercise been completed within the past 2-years? (Legislation dictates that emergency events such as chemicals spills to stormwater have to be regularly practiced)
Sign-off
-
Signature of person completing the inspection.
