  • This assessment is compiled to evaluate potential health & safety risks associated with a contract and ensure sufficient controls are included during construction. A Health and Safety Adviser in consultation with the Site Agent/Site Manager will carry out the assessment on site. The assessment must be completed prior to the Health & Safety Plan being developed. This risk assessment will be appended to the Health and Safety Plan.

Pre-Start Health & Safety Risk Assessment

Access:

  • Are there any restrictions on access to the project i.e. potential delivery problems/public footpaths/busy or restricted roads/shared occupation of?

Asbestos:

  • Has a survey been undertaken? Is asbestos to be removed/precautions required?

Demolition:

  • Is any form of demolition required? What methods are planned to demolish structures (long reach machines, shears, rock hammer, etc.) Has a competent demolition contractor been appointed?

Confined Spaces:

  • Are confined spaces identified? Are there any special precautions required i.e. entry into tanks or manholes?

Contaminated Land:

  • Has contamination been identified? What precautions will be required to control the work/waste?

COSHH:

  • Are there any substances/materials specified which require specific control/precautions?

Cranes:

  • Is craneage required – what type? Any perceived problems with siting or operation/over slewing?

Excavations:

  • Depth/protection required? Is there contamination? Are enabling works required?

Falsework/Temporary works:

  • Are enabling works required? How are they to be controlled/designed?

Fire Prevention:

  • Are there any adjacent structures, or special precautions required in existing buildings?

Ground Conditions:

  • Are there any particular problems, ie, high water table/sand/chalk etc? Soil report?

Hoists:

  • Does the contract require a hoist facility? Where will it be located and controlled?

Manual Handling:

  • Have materials been specified which are in excess of 20kg, or will require specific handling controls?

Noise Control:

  • Are there any environmental restrictions/adjacent or occupied areas?

Overhead Electrical Lines:

  • Are cables within the boundary of the project or adjacent to it? Have these been examined and appropriate precautions included?

Piling Operations:

  • Are piling operations required? Are there any potential problems with ground conditions/underground structure?

Preservation Orders:

  • Consider if there are any orders on structures or environment e.g. flora &fauna, wildlife etc. that will affect the work. How will they be protected?

Public Safety / Perimeter Protection:

  • What protection is required at the perimeter of the works? Are there any occupied areas adjacent to the site i.e. schools or public rights of way?

Road Works:

  • Does the contract involve work on the highway? Are there any restrictions i.e. Local Authority requirements?

Roofing Operations:

  • What type of roofing is required? What precautions have been included to prevent falls? Are there any fragile materials or access problems?

Steel Erection:

  • At what height is steel to be erected? What level of control has been included to prevent falls, i.e. working platforms or MEWP’s

Scaffolding:

  • Are there any specific requirements associated with the erection of scaffolds? Is erection required on the public highway or adjacent to public areas? Are fans/nets required?

Underground Services:

  • Have services been identified? Are there any specific precautions required?

Underground Structures:

  • Are there any tanks, cellars, wells, tunnels, sewers or any other structures which will affect the work?

Waste Control:

  • How will waste be controlled on site? Are hazardous materials to be removed from site?

Welfare Facilities:

  • What facilities are required? Are there any problems with connection to services, etc? Have separate traffic/pedestrian routes been considered?

Work Over or Adjacent to Water:

  • Does the project involve work over water or adjacent to it? What precautions have been included?

Work Near Railway Lines:

  • Are there any problems with work near railway lines and any restrictions imposed on the contract? Has training been identified / organised for staff and operatives?

Work at Heights:

  • Is high work anticipated? What plant is likely to be used? <br>

Working Hours:

  • Have restrictions been imposed on working hours?

Working on Roads/Motorways:

  • Will work be carried out close to live traffic? Who will be responsible for traffic management?

Working at Airports:

  • Is work to be carried out ‘Landside’, or Airside’? Are special passes required to gain entry to the site?

Training Required:

  • Is specific training anticipated for staff or Dowds operatives on this project? If so, provide details
