Introduction

  • All tools and equipment must undergo a thorough inspections before use in accordance with Provision and Use of Work Equipment Regulations 1998 (PUWER). PUWER requires that equipment provided for use at work are:
    *suitable for the intended use
    *safe for use, maintained in a safe condition and inspected to ensure it is correctly installed and does not subsequently deteriorate
    *used only by people who have received adequate information, instruction and training
    *accompanied by suitable health and safety measures, such as protective devices and controls. These will normally include guarding,
    emergency stop devices, adequate means of isolation from sources of energy, clearly visible markings and warning devices
    *used in accordance with specific requirements, for mobile work equipment and power presses This document is to be used on a weekly or monthly basis as some tools are used heavily depending on the job being done. Start by providing a description of work and list down the tools to be used for the operation. Do a site walkthrough to check if the area is safe and free from potential hazards. Evaluate if the workers are competent, wearing appropriate PPE and are not under the influence of alcohol and drugs. Next inspect if the hand and power tools pass quality standards and are free from damages like cracked blades, fraying cords, worn out handles and loose parts. Finally, take photographs of any tools/equipment which need repair or replacement for documentation.

General inspection

  • The area is clean and free from hazards

  • Manufacturer’s instruction for cleaning and maintenance is referenced during cleaning or maintenance

  • Spark proof materials are used if you are working with flammable items

  • A portable light is used and installed if the work area is dimmed

  • Employees and other people nearby are on a safe distance to avoid flying debris

  • LOTO (Lockout Tagout) devices are installed to broken tools

  • Tools were repaired or replaced when needed.

Employees

  • Employees are in good condition and not under into any influence of drugs or alcohol

  • Employees are wearing proper PPE (safety goggles, face masks, gloves and respiratory protection)

  • Employees are competent and trained before performing the job.

Hand tools

  • The outside of the tool is free of grease, oil and accumulated foreign matter

  • Handles are not cracked, damaged or loose from heads of hammers, axes mauls and other similar tools

  • Tools have no visible cracks in jaws or handle

  • Blades or bits are not damaged, cracked, etc.

  • Blades are withdrawn when not in use.

  • Blades are sharpened or replace as often as possible

  • Tips of screwdrivers, chisels or other similar tools show no excessive wear

  • Gripping surfaces pliers, wrenches or other similar tools are not worn

  • The head of chisels are ground down

  • Tools such as chisels and punches do not have mushroomed heads

  • Cutting tools such as chisels and axes are sharp

  • Snap-on or corks and styrofoam is used when storing sharp hand tools

Power Tools

  • The outside of the tool/equipment is free of grease, oil and accumulated foreign matter

  • The hand tool is double insulated and tool housing is not damaged

  • All shields, guards or attachments required by manufacturer are present

  • Any rotating or moving parts of the tool/equipment are guarded to prevent physical contact

  • The tool is not leaking fluid such as fuel, oil etc.

  • Blades or bits are not damaged, cracked, excessively worn, etc.

  • Tools are kept dry

  • Electrical cords are not frayed/Connectors are in good condition
