General Requirements

  • Is the Contractor SafeContractor accredited?

  • Is the Contractor on the Touchwood Approved Contractor list? The Contractor must complete the 'Certificate of Acceptance' at the back of the contractor's guide and return this to the Helpdesk, along with their insurance details. <br>Please note, the Contractor is responsible for sharing the Contractor Guide with all operatives working onsite.<br>

  • Will all subcontractors be working under the main Contractor's insurance? If they are not, they will need to be added to the Touchwood Approved Contractor list.

  • Has the Contractor received, read and understood the Lendlease Global Minimum Requirements? These should be shared with all operatives working onsite.

  • Has the Contractor received, read and understood the Lendlease 'Fall of Material Prevention' Global EHS Alert (30.3.15)? This should be shared with all operatives working onsite.

  • Has the Contractor received, read and understood the Lendlease Anti Bribery & Corruption Policy?

  • A site specific method statement and risk assessment must be submitted to the Helpdesk for approval 48 hours in advance of work commencing.

  • Contractors must obtain a permit to work from Touchwood for all high risk work. To request a permit, contractors must contact the Helpdesk 24 hours in advance. All permit requests must be accompanied by a task and site specific method statement and risk assessment.

  • Will the contractor be working at height? If yes, a permit will be required.

  • Will the contractor be carrying out hot works? If yes, a permit will be required.

  • Will the contractor be isolating the fire alarm or sprinkler system? If yes, a permit will be required. The Contractor must ensure they have a temporary means of detecting fire and raising the alarm while an isolation is in place.

  • Will the contractor be working on electrical systems? If yes, a permit will be required.

  • Will the contractor be working in a confined space? If yes, a permit will be required.

  • A COSHH Risk Assessment and material safety data sheet must be provided for any hazardous substances that will be used onsite.

  • All contractors must attend an induction prior to working onsite. Attendance must be booked in advance via the Helpdesk. There are two scheduled inductions each day- 8am and 6pm. The inductions last approximately 20 minutes.

  • All contractors must sign in and out each day at The Hub. 09:00-17:00 at the Helpdesk. 17:00-09:00 at Touchwood Control Room

  • Contractors must create an exclusion zone around their area of work using rigid plastic barriers. Cones and hazard tape are not permitted.

  • All operatives must hold licenses appropriate to the task they are carrying out e.g IPAF, PASMA. The licenses must be available for inspection at all times.

  • All work involving electrical systems must be in compliance with the Electricity at Work Regulations and the latest edition of the Institute of Electrical Engineers IEE Wiring Regulations. No 'live working' is permitted at Touchwood. Electrical circuits can be isolated on request by contacting the Helpdesk. 24 hours notice should be given.

  • The contractor must ensure they have suitable and sufficient control measures in place for identifying any buried/hidden services in the areas they are working (eg CAT scan). The contractor will be held liable for any damage they cause to buried/hidden services.

  • All portable electrical equipment must be PAT tested.

  • All hand held portable tools must either be 110v or battery operated

  • Asbestos. No asbestos was used in the construction of Touchwood when it was built in 2001. Asbestos is present in Clarendon House. If you are working in Clarendon House the onsite Workman representative will provide you with a copy of the asbestos management survey for this building. Should you identify any suspicious materials, stop work and report it immediately to the onsite Workman representative.

  • All escape routes must be kept clear at all times

  • GMR 6.3 Personal Protective Equipments States: "Risk Assessments should be carried out for each task to ascertain the requirement for PPE. Where possible the use of PPE should be eliminated by using an alternative solution. PPE should only be used as the last form of control." As a minimum, hi-visibility vests and safety footwear must be worn when working at Touchwood. Please note, contractors should not wear hi-visibility vests or hard hats when walking through the Shopping Centre during trading hours. GMR ref no.

  • Noisy works must only be completed outside of business operating hours. Permitted working windows will vary depending on the area of the shopping centre you are working in and the day of the week.

  • Housekeeping. Contractors must leave all working areas clean and clear from debris at the end of each shift.

  • Contractors must take all necessary measures to protect Landlord finishes/surfaces/structures. The Principal Contractor will be held liable for any damage found after works have been completed.

  • Any penetrations in compartment walls, ceilings or floors must be made good in accordance with Touchwood's fire stopping requirements. The contractor must arrange (at their cost) for any fire stopping works to be certified by Touchwood's approved contractor 123 Fire.

  • The Contractor must ensure that all their employees and sub contractors are familiar with the fire precautions for the premises

  • The Contractor must make first aid provision for their own staff.

  • Who will the designated first aider be?

  • The Contractor must report any accidents or near misses to the onsite Workman representative within 24 hours.

  • What welfare facilities will the contractor be using?

  • Deliveries should be made to the Service Deck. A contractor representative must accept receipt of delivery- Touchwood staff will not do this. Deliveries generally do not need to be pre-booked.

  • Should a storage area or compound be required, please discuss this with the onsite Workman representative. External compounds must be built using Heras fencing (supplied by the contractor at their cost) and display suitable H&S signage.

  • Smoking is only permitted in the designated areas located on the Service Deck.

Waste Management

  • Touchwood manages all waste onsite at the contractor's cost. A skip request form must be completed and returned to the Helpdesk 1 week in advance of works commencing.

  • The contractor is responsible for ensuring that all waste streams are correctly segregated.

  • The contractor is responsible for ensuring any hazardous waste is disposed of correctly.

  • Fail to comply with the information given during this pre-start meeting

    Use abusive or violent behaviour

    Use racist remarks or behaviour

    Work unsafely

    Fail to wear suitable PPE

    Fail to operate to approved method statements/risk assessments

    Fail to correctly isolate electricity

    Smoke in unauthorised areas

    Misuse goods lifts


Compliance A representative from the Property Management team will carry out daily spot checks and inspections to monitor the contractor's compliance with Touchwood requirements.
