Instructions for Subcontractors

  • 1. Read and sign the Safety Partner Commitment and submit it to Winter's Project Superintendent prior to commencing work.

    2. Review "The Winter Six Foot Rule" with each of your workers.

    3. Review Winter's Jobsite Safety Rules with each of your workers. By signing the document they affirm that they understand the rules as explained by you.

    4. Prior to commencing work present each new worker to Winter's Project Superintendent alongside this completed report.

    5. Winter Project Superintendent will then issue each of your workers a SafetyPartner hard hat decal. This decal signifies that subcontractor personnel are permitted to work on this Winter site and are aware and will abide by Winter's Safety Rules. Subcontractor personnel without this decal will not be allowed to work on this site.

The Winter 6-Foot Rule

  • FALL PREVENTION

    Falls from higher levels kill many construction workers each year. Winter requires anyone working 6 feet or more above the surface (including on scaffolds) to be protected from falling. WINTER SIX FOOT RULE APPLIES TO ALL TRADES.

    Many times you will be working safety behind a standards guardrails, but if there is no guardrail, and you will be six or more feet above the surface, you must wear a safety harness with a lanyard properly attached to an anchorage point.

    EFFECTIVE FOR WORKERS OF ALL TRADES
    When working six feet or more above the surface, if you are not protected from falling either by guardrails or by your safety harness with a lanyard properly tied off, the project superintendent will suspend you from work.

  • Has foreman reviewed Winter's six foot rule with his/her employees and they show a clear understanding and will abide by it while on a Winter Jobsite.

    -Working Safety is a condition of your employment.
    -Some Winter safety rules exceed OSHA standards
    -Hard Hats must be worn
    -Acceptable work clothes must be worn
    -Appropriate PPE must be worn for the task at hand
    -100% fall protection for all work over 6 feet
    -GFCI required when using extension cords
    -Use the right ladder for the job and use ladders properly
    -Defective items/tool Prohibited
    -Report injuries to the Project Superintendent
    -Housekeeping "Clean as you go" is a rule.

    HOW TO STORE, USE, AND HANDLE HAZARDOUS MATERIALS SAFELY
    Explain the general requirements of the Hazard Communication Standard. Identify the location of the written program and the Safety Data Sheets (SDS)

    SITE SPECIFIC HAZARDS
    Make sure workers know the general hazards present on this site and the specific hazards associated with the work they will perform.

    WEEKLY SAFETY TRAINING "TOOLBOX TALKS" MEETINGS
    Make sure your workers are provided with weekly safety training. If you do not perform this training, they must attend Winter's weekly safety training.

    FIRST AID - CPR
    Tell workers what to do if they become injured or become ill while on the job.

  • Hard Hats must be worn on Winter sites?

  • Eye protection must be worn while performing chipping, sawing, or grinding operation and when there is an opportunity to splash into the eye.

  • Oxygen tanks/bottles must be stored safely by laying them down on their sides when not in use.

  • Winter requires guardrails be installed on all scaffolding over 10 feet.

  • You must be protected by a guardrail or tied-off whenever you work above six feet.

  • A straight ladder or other acceptable means of access must be located within 30 feet of anyone working within an excavation.

  • The Hazard Communication Standard addresses your right to know of the hazards associated with the chemicals you use at work.

  • Leaning a pallet against a wall to access an area(so long as the pallet is less than six feet tall) is an acceptable substitute for an approved ladder.

  • Always inspect a ladder before you climb it.

  • "Hazcom" is a common abbreviation for hazard compatibility.

  • A stepladder can be used as a straight ladder (leaned against the wall on two legs)

  • When setting up an extension ladder the angle of the ladder to the wall should be one foot away from the wall for every three foot up the wall.

  • Do not carry items/tools in your hands while you climb/descend a ladder.

  • You should not place tools on a ladders step.

  • To save time you can "walk" a stepladder to the next work location.

  • You can safely use a metal ladder next to electrical equipment.

  • Damaged ladders must be removed immediately from the jobsite

  • A "competent person" must inspect open excavations daily.

  • Extension ladders must extend at least two feet above the landing surface they are providing access to.

  • SDS tell of the hazards associated with working with chemicals.

  • Athletic shoes are a permitted footwear on a Winter Jobsite.

  • Always bend your knees when you lift an object.

  • It is ok to report your work injury after you have seen the doctor.

  • While you are working on a rolling scaffold another worker can push you to another area to save time.

  • Never stand on the top two steps of a stepladder.

  • I am expected to tell my supervisor immediately if I feel something is not safe.

  • After completing the previous sections from this program the Project Superintendent will give you a Winter Safety a Partner Hard Hat Sticker.

    Apply this sticker to you hard hat so that everyone on site knows that you are contributing to a safe Jobsite.
