Pre start/Pre- qualification

  • Has the contractor been supplied a copy of the BRC pre- qualification questionnaire to complete?

  • Has the contractor completed and returned the questionnaire with all relevant evidence requested?

  • Has the contractor pre-qualification been approved by the relevant BRC authority?

  • The BRC Contractor Management Directive includes a requirement for the identification of a Contract Coordinator. This person is responsible for point of contact communication between the BRC and the contractor. Are supervisors aware of the identity and contact details of this person prior to the commencement of work?

  • Sub Contractors employed by Contractors who may be visiting the BRC site for work, MUST be identified during pre commencement briefings. Have sub contractors completed the BRC induction training?

  • Have sub contractors demonstrated a knowledge of the contractors safe systems of work or been pre-qualified to BRC standards.

  • Have sub contractors provided evidence of competency, relevant licenses and all other aspects of evidence required in the contractor pre-qualification process?<br>

Induction

  • Have the contractor staff, vendor staff, sponsor staff or client representatives who are required to enter onto BRC sites for the purpose of work, completed the BRC induction training? (Including Emergency Management training)

SWMS/JSA/SOP's

  • BRC supervisors are to ensure that they view all SWMS, JSA or SOP's associated with the work to be performed prior to the commencement of the work. Was the relevant documentation produced?

  • Was the relevant documentation signed off by the BRC WHSE Manager as suitable for the tasks to be performed? (If not, STOP the work and notify the WHSE Manager immediately)

  • Have all contractor staff signed off their understanding on the relevant SWMS, JSA or SOP's?

  • Has the BRC supervisor been able to establish that all the controls (identified in the SWMS, JSA or SOP) have been implemented prior to the commencement of work?

  • If Work Permits are required to be used for any Contractor activity, has the BRC supervisor been able to validate the permit conditions and establish contractor understanding of permit requirements?

High Risk Work Licenses

  • Have contractors or sub contractors produced their relevant high risk work licenses ? Have they been verified as being current, relevant to the task about to be undertaken, applicable to that plant item and issued to that person (identity of operator established)?

Plant and Equipment

  • Is the contractor using EWP, Cranes or other mobile Plant?

  • Have the relevant lift plans and exclusion zones been identified in SWMS,JSA & SOP?

  • Have you sited such documents?

  • Is there a risk of this equipment encroaching within 3m of overhead power lines?

  • Are all ladders brought onto the site made of non conductive materials? E.g. Fibreglass. (If not - do allow them to be used)

  • Have all switch boards, electrical leads, electrical tools and electrical equipment been inspected for damage and unsuitable wear?

  • Have all electrical tools, leads, portable switch boards etc been tested and tagged as current to use?

  • Have all slings, chains and lifting gear been tagged by a competent authority as fit for service? ( if slings, chains etc are not currently in service. They are to be removed from the site immediately (ordered off the BRC site).

  • Is all guarding to hand tools fitted and in good condition? All items that do not comply are to be immediately tagged OUT OF SERVICE.

  • Are contractors wearing PPE suitable for the task that meets BRC standards?

  • Is the PPE in a good and serviceable condition?

  • If contractors are required to wear fall arrest harnesses, are they current (tagged in service), in good condition free of tears, cuts and marks? (If harness does not meet BRC requirements it is to be tagged OUT OF SERVICE immediately.

  • Are contractors aware of how to report incidents?

  • Are contractors aware thar they are required to participate in workplace investigations into incidents?

  • Do contractors know how to report near misses and identified hazards?

  • Do any contractor staff have any special medical needs?

  • Have contractors provided and installed all relevant Fire Fighting and First Aid equipment relevant to their tasks?

  • Are flash back arresters fitted to all gas bottles used by the contractor?

  • Are whip checks fitted to all pneumatic tools

  • Are flashing lights and reversing alarms fitted to relevant mobile plant?
