HOUSEKEEPING

  • Are all electrical cords and ropes kept out of walkways?

  • Are hoses, cables, wires etc. kept off floors and stored when not in use?

  • Are all unused openings (including knockouts) in electrical enclosures and fittings closed with appropriate covers, plugs, or plates?

  • Are electrical rooms free of unnecessary items and clutter?

PERSONAL PROTECTIVE EQUIPMENT

  • Are employees trained in the proper use of PPE (Personal Protective Equipment)?

  • Is all required personal protective equipment (PPE) (e.g., hearing protection, eye and face protection, hand protection) available and in good condition?

  • Has PPE been properly inspected before work begins?

  • Are employees wearing the appropriate leather footwear (EH rated, preferred) and does it fit properly?

  • Are voltage-resistant gloves (VR gloves Class 00 or 0 that are not expired) available and worn to prevent skin contact with electricity?

  • Are VR gloves are stored properly in their bags with their leather protectors?

  • Are VR gloves tested for leakage before each use and every six months if not in use? The test should incorporate filling the glove with air and then checked for leakage.

  • Are VR gloves inspected before use to determine if they are expired? VR gloves are good for one year in the bag and 6 months when opened for use.

  • Is non-conductive, non-synthetic clothing/work uniforms worn (no metal, jewelry, wedding rings, watches, etc.)?

  • Do employees have access to fire resistant (FR) clothing and equipment at least Hazard Risk Category 2 (8 cal) (we recommend a HRC 2 work uniform)?

  • Is there a set of HRC 4 (40 cal) FR clothing and equipment available?

  • Are ANSI/ASTM D 178, Type II, Class 2 switchboard mats in front of all switchboard doors?

TRAINING

  • Have employees been trained on the Hazard Communication program?

  • Are employees trained in the hazards of electricity and use of lock-out tag-out (LOTO)?

LIFE SAFETY AND MEDICAL RESPONSE

  • Does Post have a plan to notify effected employees when electrical work is in progress?

  • Is the first aid kit easily accessible?

  • Is Electrical personnel trained in CPR? (NFPA states the employer shall certify training on an annual basis)

TOOL SAFETY

  • When in use, are extension cords visible and not running across highly trafficked areas?

  • Are the correct extension cords being used for the job? Select cords that are rated to handle the wattage of the devices with which will be used.

  • Are all extension cords free of wear? No tears or bare exposed wires.

  • Do electrical cords have all prongs in place?

  • Are 10 mA GFCI’s used for all portable electrical hand tools?

  • Are tools and machines designed for a fixed location securely anchored to prevent walking or moving?

  • Do any/all modifications comply with documentation?

  • Are all electrical machinery and appliances grounded?

  • Do employees have access to meters that are listed (UL, CSA, TUV, ETL, etc. - not CE) and at least Cat III?

  • Do employees have access to insulated tools (VR tools) that are IEC 60900:2004 or ASTM F 1505 approved?

  • Are insulated tools in good condition and well-stored?

FALL PROTECTION

  • Is fall protection being checked in this inspection?

  • Are ladders safe and inspected as appropriate?<br>- Are ladders rated to support a minimum of 250 pounds (113 kilograms), or do they have a type 1 duty rating?<br>- Are step ladders a maximum of 20 feet (6 meters) long?<br>- Are only non-metal ladders used when working with electricity?

  • Are all wall openings and floor holes covered or guarded

  • Is fall protection in place above 4 feet in height?

  • Are guard rails in place for platforms and scaffolding?

EXTENSION CORDS

  • Are extension cords in use for more than 30 days?

  • Are cords rated properly for indoor or outdoor use (as applicable)?

  • Do cords display wires, cracks, frays, or other damage?

  • Are extension cords rated by an independent testing laboratory, such as UL, CSA, or ETL?

  • Are there cords that are running through walls, ceilings, windows, doors, or any other place where they can be pinched or tripped over?

  • Are any extension cords stapled or nailed to the wall or ceiling?

  • Do plugs fit snugly? Is any area of the prong exposed?

  • Does any extension cord feel hot to the touch (while plugged in)?

  • Are extension cords rated to meet or exceed the power demands of the electrical device or appliance being used?

ELECTRICAL WORK (ADMINISTRATIVE)

  • Is administrative information being inspected at this time?

  • Has Post has drafted and issued a "De-energized work policy" Management Notice?

  • Is Post using Energized Work Permits?

  • Does Post have a documented lock-out, tag-out (LOTO) program with appropriate lock out devices for disconnects and breakers found at post, and in the local residences?

  • Does the Post LOTO program have written SOPs for isolating complex equipment (equipment with more than 1 source of power, such as UPS systems and Automatic Transfer Switches)?

  • Does Post perform and document employee training for electrical staff that includes: LOTO program, electrical safe work practices, CPR, safe retrieval?

  • Are up to date "One Line" or "Single Line" diagrams are posted in all electrical utility rooms?
