General Safety Regulations

Personal Protective Equipment & Facilities

  • Has a HIRA been done to determine the need for PPE?

  • Are all PPE & Safety equipment provided free of charge?

  • Are emplyees trained in the correct use, maintenance & limitations of the PPE issued?

  • Employees are not required or permitted to perform work without the use of the required PPE

  • Is the store ventilated to ensure vapours do not accumulate inside the store?

  • Are there adequate amount of fire fighting equipment in the vicinity of the store ?

  • Is spraying done in a room with an intake & exhaust ventilation system ?

  • Are all the lights & electrical equipment installed of flameproof type ?

  • Is this ventilation system kept clean and in goodworking order ?

  • Has the air speed inside been measured to ensure it conforms to legal requirements ?

  • Is there a second door fitted to the room - only applicable if the room > 20sm

  • Are signs posted prohibiting persons from smoking or open flames ?

  • Are any other electrical equipment only allowed inside once the room has been ventilated ?

  • Are all waste, rags, paper, empty containers removed from the room on a daily basis ?

  • Are there adequite amount of fire fighting equipment in the vicinity of the room ?

Working in Confined Spaces

  • Is the air inside a confined space being tested anddeclared safe before entering the area?

  • Is this readings recorded?

  • Is the area purged & ventilated before entering?

  • Are all pipes or other openings isolated to ensure no substances, gasses or vapours enter the confined space?

  • If the area cannot be ventilated, is there a breathing equipment available for the person entering the confined space?

  • If the area cannot be ventilated, is there a person outside that monitors the person inside the confined space?

  • In areas containing flammable gasses, are the concentration of those gasses tested & work only allowed if the concentration is below 10% of the lower explosion limit?

Working in Elevated Position

  • Is all work in an elevated position done from a ladder or scaffold?

  • If not using a ladder or scaffold, is the working platform as safe as a scaffold?

Working in Danger of Engulfment

  • Is the person required to enter provided with a safety belt and rope?

  • Is the rope secured by a person standing outside the area of engulfment?

  • Is the person standing outside trained on what actions he need to take in the event of engulfment?

Stacking of Articles

  • Are stacking done by or under the general supervision of a person with specific knowledge & experience of this type of work?

  • Is the base on which stacking is being done level & capable of sustaining the weight of the stacking?

  • Are the articles stacked on the bottom tiers capable of sustainjng the weight placed on them?

  • Are the items stacked in a single tier of the same size, shape & mass?

  • Are the pallets/containers used for stacking in good condition?

  • Is the stability of any stacks in any way endangered by vehicles, persons or machinery?

  • Are the support structure for stacking in good state of repair & can it support the weight of the articles stacked?

  • No person is allowed to climb onto a stack without the use of a ladder?

  • Articles is only allowed to be removed from the top tier?

  • Is the person performing the stacking kept safe and kept outside the reach of machinery that may endanger him?

  • Are stacks that are in danger of collapsing dismantled immediately in a safe manner?

  • Are sacks, cases, cartons or tins stacked in a header & strecher fashion?

  • Are these stacks stepped back half a depth od a single container at least every fifth tier?

  • Do you have an exemption permission from Department of Labour on section 8?

  • When was this exemption issued?

  • Is the stacking observed according to the exemption permission?

  • Are all the requirements according to the exemption permission adhered to? (refer to letter from DoL)

Welding, Flame Cutting, Soldering & Similar Operations

  • Is the person operating the equipment fully instructed in the safe operation and use of such equipment including the hazards which may arise from its use?

  • Is the correct and sufficient PPE issued to the person who operate such equipment?

  • Are the leads and electrode holders effectively insulated?

  • Is the welding & cutting areas partitioned off from other areas to ensure that other persons are not exposed to the hazards?

  • Are both ends of the piping of gas cutting & welding equipment fitted with flashback arrestors if piping > 6m (refer to ISO 5175)

  • If welding / flame cutting to be done in confined spaces, is the area sufficiently ventilated before work commence?

  • If welding / flame cutting to be done in confined spaces, is the person providd with a mask or hood that will supply fresh air?

  • Where welding is to be done in wet conditions, are the electrical insulation in good condition; the electrode holder completely insulated; the welder insulated by means of boots, gloves, rubber mats; a properly trained and capable person to assist in the event of an emergency is in attendance while the work is being done?

  • No welding / cutting is permitted on vessels under pressure or containers that contains a substance that can cause the vessel to explode?

Ladders

  • Are ladders in use constructed of sound material and suitable for its purpose?

  • Are non-skid devices fitted to the bottom ends and devices on the top ends of the stiles of the ladder to ensure that it is stable during normal use?

  • Are free-standing ladders lashed or held in position to ensure its stability?

  • Are the rungs fitted into the stiles of the ladder?

  • Are all the rungs & stiles in good condition?

  • No free-standing ladders > 9m are in use

  • The reach of ladders is not extended by means of fastening together 2 or more ladders?

  • Are wooden ladders constructed of straight grained wood with the grain that is running in the length of the stiles and rungs?

  • Wood ladders are not painted except with a clear varnish or oil?

  • Are persons working on ladders provided with suitable sheaths for the hand tools?

  • Are the rungs of fixed ladders at least 150mm away from the structure to which the ladder is attached?

  • Is the fixed ladder when > 5m fitted with a cage from at least 2,5m from the floor lever?

  • Is the cage on the fixed ladder extending at least 900mm above the top level served by the ladder?

  • Is the cage on the fixed ladder not more than 700mm away from the rungs?

Ramps

  • Is the ramp constructed in accordance with accepted technical standards & have a height to length ratio of 1-8?

  • Are ramps higher than 2m fitted with guard rails with a height of at least 900mm?

  • Are toe boards of at least 150mm height fitted to ramps higher than 2m?

  • Do the ramp conforms to the SANS 10400 - National Building Regulations?
