Preliminary Inspection Checks

Roof Space

Structural

  • Is the property free from concerns relating structural integrity of the building?

  • Are the roof tiles free of missing/falling/shedding tiles?

  • Is the property free from any fragile surfaces?

  • Is the fragile surface in good condition and residents unable to access?

Vermin/ Pests

  • Is the property free from any evidence of vermin/pests such as droppings, ammonia-like smell or gnaw marks?

  • Have any of the occupants raised concerns regarding vermin/pests?

  • Is there a pest control contact in place, and if so have the recommended actions from the most recent visit been assigned and actioned?

Fire Safety

  • Is there a valid fire risk assessment in place?

  • Is there evidence that the significant findings of the FRA have been actioned?

  • Is there an appropriate automatic fire detection and alarm system in place?

  • Is the fire alarm panel free from faults?

  • Are all detector heads uncovered, affixed securely and in date?

  • Are fire exits, escape routes and all means of escape free from obstruction?

  • Are all final exits and all doors on escape routes in good repair and easy to use? [E.g., keyless egress]

  • Are the fabric of walls and ceilings undamaged?

  • Are fire doors propped or wedged open?

  • Are fire doors compliant, secure and undamaged (fitted with self-closers, cold smoke seals, intumescent strips and fire-resistant glazing where needed)?

  • If fire extinguishers are provided, are they free from damage?

  • Is there a fire blanket in the kitchen and is it correctly positioned?

  • Is the property free from evidence of smoking? 

  • Are fire action notices completed and displayed in appropriate locations?

  • Is the assembly point suitable and in an appropriate location (enough space to safely accommodate all evacuees, not requiring evacuees to cross a busy road and free from falling debris etc. from the property and likely fire service operations)?

  • Does the property have emergency lighting?

  • Is the emergency lighting free from faults and the servicing in date?

Doors & Windows

  • Do all doors and windows lock and function as they should?

  • Are window restrictors fitted as appropriate?

  • Does the building front door have a good, secure lock?

  • Do any windows above ground level open below waist height?

  • Are suitable measures in place to prevent falls from these windows?

  • Are internal doors made of solid construction and free from damage?

  • Do all doors close fully shut into the door frame when released from the open position?

  • Is/are the doors fitted with a self-closing mechanism?

  • Do all door self-closing devices operate in a smooth and timely manner?

  • Is the glazing in doors, low windows or other vulnerable locations, made of safety glass?

  • Are the windows, frames and/or window furniture in good repair?

Internal - Temperature, Damp & Mould

  • Is the premises free from evidence of dust mites, damp or mould?

  • Is there good ventilation throughout the property?

  • Do the occupants have the ability to control the temperature?

  • Are there any significant changes in temperature during different times of the year?

  • Are the occupants comfortable with the temperature?

  • Are there concerns about excessive cold or heat in the property?

Internal - Lighting

  • Can the lighting be controlled by the occupants?

  • Is the lighting of a comfortable brightness and free from flicker?

  • Is the property free from any broken/burned out lighting?

  • Are the rooms free from any loose fittings or fixtures?

  • Is the lighting throughout the property sufficient to work and move about safely?

  • Are the occupants happy with regards to the lighting at the property?

Internal - Noise

  • Is the area surrounding the property particularly noisy and if so, do measures need to be put in place?

  • Is the property free from any noisy equipment or facilities including plumbing?

  • Is the property free from a continuous noise that could disturb residents?

Internal - Slips, Trips & Falls

  • Are all carpets and floor coverings fitted tightly preventing slippage or bunching?

  • Are all carpets and floor coverings in good condition and free from disrepair?

  • Are all trailing cables kept to a minimum and away from walk areas?

  • Are walk areas kept clear of obstructions?

  • Are personal belongings kept off of the floor and stored safely away from main traffic routes?

  • Has anyone raised any concerns regarding slips, trips and falls on level surfaces?

Heating

  • Does the property have a gas supply?

  • Are gas isolation valves accessible and visible, do employees and residents know how to isolate the gas in the event of a gas leak?

  • Have the occupants smelt gas at the property?

  • Is there a carbon monoxide (CO) alarm located near each fuel burning appliance (excluding gas cookers)?

  • Are radiators and associated pipework free from rust, damage or missing paint?

  • If there is a fire place, does it appear to be in good condition?

  • Is LPG being kept inside anywhere on the premises?

  • Are portable heaters being used anywhere within the property?

  • Are they in good condition?

Electricity

  • Are all electrical sockets and cables free from visible damage?

  • Is there evidence of water ingress close to electrical outlets or light fittings/switches?

  • Is it free from signs or overheating or arcing visible on sockets?

  • Is daisy-chaining of plug banks multi sockets avoided?

  • Are portable appliances free from any visible defects?

  • Is there evidence of the portable electrical appliances have been tested in the last 12 months?

Water

  • Are all hot water outlets set at a reasonable temperature?

  • Are hot surfaces such as hot water pipes covered where they present a risk of burns?

  • Has anyone raised any concerns regarding burns or scalding?

Kitchen

  • Is there a potable water supply?

  • Is hot water available?

  • Does the gas cooker and hob appear to be in good condition?

  • Are there adequate facilities for the occupants?

  • Is there a domestic waste bin available in the kitchen which is not overfilled and in good condition so that the kitchen is free from waste food left on surfaces etc.

  • Are there adequate and suitable food storage facilities including power socket outlets provided?

  • Is there adequate space for food preparation?

  • Are the fridges/freezers in good and sanitary condition (food covered, no out of date food or mouldy/rotten items)?

  • Are sinks, draining boards and work tops properly installed and fitted including being sealed to adjacent surfaces and provided with splash backs?

  • Are there adequate and suitable washing facilities available (for clothes and cooking equipment)?

  • Are the washing facilities of a good standard?

Internal - Stairs

  • Are there banisters lining each staircase?

  • Are all banisters and/or handrails secure and free from signs of damage?

  • Are there unprotected gaps of under 100mm in bannisters?

  • Are floor covering across stairs and ramps well fastened, in good condition and free from disrepair?

Bedrooms

  • Is the occupancy limited to one person per bedroom?

  • Are the rooms free from evidence of alcohol consumption, drug taking and associated paraphernalia?

  • Are there gaps 60mm or under between the end of a bed rail and headboard?

  • Are there gaps of 120mm or under from any accessible opening between the bed rail and the mattress platform?

Bathrooms

  • Are there adequate facilities for the occupants?

  • Are there enough toilets and bathrooms available for the number of occupants?

  • Are the drainage facilities adequate?

  • Is hygiene, sanitation or drainage satisfactory?

  • Are baths and/or showers stable and securely fitted?

  • Are safety features in the bathroom incorporated such as handles or grab rails?

  • Is there sufficient functional space in the bathroom to enable occupants to dress, undress and dry themselves?

  • Are all baths or showers provided with anti-slip mats or had anti-slip flooring installed around them?

  • Are bathrooms free from concerns regarding slips associated with baths/showers?

COSHH

  • Are there no signs that timber or mould growth has been treated with a biocide?

  • Are hazardous substances adequately labelled and stored?

  • Are COSHH assessments and safety data sheets available?

  • Is the property free from any plumbing pipework that is a dull grey colour?

  • Is the existing paint coating in the property after the 1980s?

  • Has any new furniture been ventilated?

Ergonomics

  • Can all amenities be used with ease i.e. storage of heavy items being kept in lower level cupboards, shelving etc and appropriate siting of electric switches?

  • Is the furniture provided in good working order without damage or faults?

  • Is the property free from any concerns about ergonomics or the layout of the property?

  • Residents with mobility issues, has a falls risk assessment been completed?

  • If any staff members, volunteers or residents who need to have a PEEP (Personal Emergency Evacuation Plan), had the assessment carried out?

  • Are service managers and support workers considered DSE users, and if so have suitable DSE assessments been completed and recommendations actioned?

  • Do all staff who visit/work on site, consider the property a safe working environment?

  • Are all staff using lone worker devices whilst in the property?

  • Do staff have safe and boundaried interactions with residents?

Height Restrictions

  • Is the property free from low beams and ceilings well under 1.9 metres?

  • Is the property free from low headroom to doors, under 1.9 metres?

First Aid

  • Is a suitably sized and fully stocked first aid kit available in the property?

  • Are there a sufficient number of first aiders, with in date training, in line with Julian House policy HS:05 First Aid?

  • Is the list of first aiders displayed?

Roller Shutters

  • Are there any roller shutters in the property?

  • Are they in good condition and working properly?

  • Are overrides operating correctly to prevent crush injuries?

  • Have roller shutters been serviced within the last 12 months?

Other

  • Are there any other hazards that need to be recorded? If 'Yes', please provide more information.
