Part A - MINOR STORAGE

KEY REQUIREMENTS per AS 4452 – Storage & Handling Toxic Substances

  • 1. Supply of water available nearby e.g., for personal or area decontamination

  • 2. Adequate ventilation in storage and handling areas

  • 3. Storage NOT in proximity to sources of heat

  • 4. Containers kept closed when not in use

  • 5. Containers stored in a way to avoid spillage

  • 6. Containers not kept near incompatible substances (Refer MSDS’s)

  • 7. Spill retention (e.g., bunding) provided where containers are opened or transferred

  • 8. All containers appropriate for use and clearly labelled e.g., Class 6 diamond

  • 9. Appropriate Personal Protective Equipment (PPE) available as required by MSDS’s.

  • 10. Spills or leaks cleaned up immediately

  • 11. Any contaminated wastes are correctly disposed of, per MSDS (Material Safety Data Sheets) and local authority rules

COMMON REQUIREMENTS e.g., Minor Storage & Packaging Areas

  • Reg: 413 - Unauthorized access prevented e.g. package store sign posted “Restricted Area”

  • 421 - DG storage protected from impact e.g. barriers if vehicular traffic

  • 434 - Spill kit accessible at all times (could be shared with other storage areas)

  • 438 – MSDS’s readily accessible for all DG’s e.g. in vicinity of use

  • 442 - Register of DG’s maintained & up to date

  • COP 39.3 - Quantity of DG’s kept to minimum required e.g. Limited to one week’s supply

  • - Transferring / Decanting only in designated bunded area or spill trays

  • - Any recent incidents involving DG’s? If so, please specify

  • AS 4452: 9.4 – Empty containers triple rinsed with appropriate solvent prior to disposal

Part B - PACKAGE STORAGE

KEY REQUIREMENTS per AS 4452 – Storage & Handling of Toxic Substances

  • 1. Store located above flood level & not in proximity to flammable or combustible materials

  • 2. Store has at least 2 exits, if floor area > 25 m2

  • 3. Aisles in store kept clear at all times for escape of personnel e.g., width at least 1.2m

  • 4. Store & shelving designed to allow effective cleaning e.g., washing down

  • 5. Construction & maintenance within store subject to permit to work

  • 6. First aid facilities allow for foreseeable emergencies with toxic substances, per MSDS’s

  • 7. Package store to be separated from boundary or other facility per Table 1.1 AS 4452 e.g., 10m from a protected place with PG I where packages are opened

  • 8. Transfer of toxic substances to be conducted away from storage racking area and area sealed and drained to bund

  • 9. Adequate ventilation in store and transfer / decanting areas

  • 10. Lighting appropriate and sufficient to read all labels, signs & package markings in the work area where packages are stored and handled

  • 11. Bunding provided with capacity for; a) 100% of PG I and 25% of the total volume PG II or III and b) 100% of largest container, whichever is larger

  • 12. Packages stored so that they cannot fall or spill outside the bunded area

  • 13. Racks or shelving designed and constructed to prevent pooling or accumulation of liquid except were designed as spill trays or compounds.

  • 14. Items with subsidiary risks e.g., Sub. Risk 3, require store to also comply with AS 1940 e.g. no ignition sources

  • 15. If packages stored in stacks, they cannot collapse or cause bottom layers to crush & damage

  • 16. Storage cabinets for toxic substances at least 3 m apart & constructed according to clause 4.4.2 per AS 4452 & only 1 cabinet per 100m2

  • 17. There is a safety shower & eye wash station within 7m, but not nearer than 2m where packages are opened.

  • 18. Water provided for washing hands and appropriate PPE provided where packages opened e.g. decanting.

  • 19. Stores designed so that emergency services can attend without endangering emergency personnel e.g. adequate access routes & fire protection equipment, etc.
